Nghi thức đón, tiếp Nguyên thủ quốc gia thăm cấp nhà nước tại sân bay
Ngày 18/2/2022, Chính phủ ban hành Nghị định 18/2022/NĐ-CP về nghi lễ đối ngoại.
Trong đó, quy định nghi thức đón, tiếp Nguyên thủ quốc gia thăm cấp nhà nước tại sân bay như sau:
- Trải thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Nguyên thủ quốc gia nước khách; (Nội dung bổ sung mới)
- Bố trí đội hình tiêu binh danh dự đứng hai bên thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Nguyên thủ quốc gia nước khách;
- Tặng hoa Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân;
- Cho phép đại diện cộng đồng nước khách ra sân bay đón đoàn nếu Cơ quan đại diện nước ngoài có yêu cầu. (Nội dung bổ sung mới)
Về thành phần đón đoàn tại sân bay gồm:
Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, Thứ trưởng Bộ Ngoại giao, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Cục trưởng Cục Lễ tân Nhà nước, Vụ trưởng Vụ Đối ngoại Văn phòng Chủ tịch nước và Vụ trưởng Vụ khu vực thuộc Bộ Ngoại giao
Nghị định 18/2022/NĐ-CP có hiệu lực kể từ ngày 10/4/2022.

1. Bộ Ngoại giao thỏa thuận với nước khách về danh nghĩa từng chuyến thăm của Nguyên thủ quốc gia, Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền, Người đứng đầu Chính phủ, Phó Nguyên thủ quốc gia, Phó Nguyên thủ quốc gia đồng thời là lãnh đạo Đảng cầm quyền, cấp phó của Người đứng đầu Chính phủ:
a) Nguyên thủ quốc gia thực hiện chuyến thăm theo một trong các danh nghĩa: thăm cấp nhà nước, thăm chính thức, thăm nội bộ và thăm cá nhân; Phó Nguyên thủ quốc gia thực hiện chuyến thăm theo một trong các danh nghĩa: thăm chính thức, thăm làm việc, thăm nội bộ và thăm cá nhân;
Danh nghĩa thăm cấp nhà nước chỉ áp dụng cho Nguyên thủ quốc gia, Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền nước khách thăm Việt Nam;
Một năm tổ chức đón không quá 03 đoàn thăm cấp nhà nước. Bộ Ngoại giao thống nhất với Bộ Ngoại giao nước khách về chương trình chuyến thăm từ 03 đến 06 tháng trước khi diễn ra chuyến thăm;
b) Người đứng đầu Chính phủ, cấp phó của Người đứng đầu Chính phủ nước khách thực hiện chuyến thăm theo một trong các danh nghĩa: thăm chính thức, thăm làm việc, thăm nội bộ và thăm cá nhân.
2. Ủy ban Đối ngoại của Quốc hội thỏa thuận với nước khách về danh nghĩa từng chuyến thăm của Người đứng đầu Nghị viện nước khách, cấp phó của Người đứng đầu Nghị viện nước khách theo một trong các danh nghĩa: thăm chính thức, thăm làm việc, thăm nội bộ và thăm cá nhân.
Điều 6. Đón, tiếp Nguyên thủ quốc gia thăm cấp nhà nước1. Đón đoàn tại sân bay:
a) Thành phần: Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, Thứ trưởng Bộ Ngoại giao, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Cục trưởng Cục Lễ tân Nhà nước, Vụ trưởng Vụ Đối ngoại Văn phòng Chủ tịch nước và Vụ trưởng Vụ khu vực thuộc Bộ Ngoại giao;
b) Nghi thức:
Trải thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Nguyên thủ quốc gia nước khách;
Bố trí đội hình tiêu binh danh dự đứng hai bên thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Nguyên thủ quốc gia nước khách;
Tặng hoa Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân;
Cho phép đại diện cộng đồng nước khách ra sân bay đón đoàn nếu Cơ quan đại diện nước ngoài có yêu cầu.
2. Lễ đón cấp nhà nước:
a) Chủ tịch nước chủ trì lễ đón;
b) Thành phần: Phu nhân hoặc Phu quân Chủ tịch nước (nếu Phu nhân hoặc Phu quân Nguyên thủ quốc gia nước khách đi cùng), Phó Thủ tướng Chính phủ, Phó Chủ tịch Quốc hội, Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Đại sứ Việt Nam tại nước khách; lãnh đạo các bộ, ngành tương ứng với thành phần đoàn khách và yêu cầu đón, tiếp;
c) Nghi thức đón:
Chủ tịch nước và Phu nhân hoặc Phu quân đón Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân tại nơi đỗ xe của Nguyên thủ quốc gia nước khách;
Thiếu nhi tặng hoa Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân;
Thiếu nhi vẫy cờ hai nước;
d) Nghi thức duyệt Đội danh dự Quân đội nhân dân Việt Nam:
Chủ tịch nước cùng Nguyên thủ quốc gia nước khách bước lên bục danh dự; Phu nhân hoặc Phu quân Chủ tịch nước và Phu nhân hoặc Phu quân Nguyên thủ quốc gia nước khách được mời đến vị trí đầu hàng các quan chức Việt Nam;
Quân nhạc cử Quốc thiều nước khách và Quốc thiều Việt Nam; bắn 21 loạt đại bác khi cử Quốc thiều hai nước theo nguyên tắc có đi có lại hoặc theo đề án được duyệt;
Đội trưởng Đội danh dự Quân đội nhân dân Việt Nam chào, báo cáo và mời Nguyên thủ quốc gia nước khách duyệt Đội danh dự;
Chủ tịch nước cùng Nguyên thủ quốc gia nước khách duyệt Đội danh dự;
Đội danh dự chúc sức khỏe Nguyên thủ quốc gia nước khách;
Chủ tịch nước giới thiệu các quan chức Việt Nam tham gia lễ đón với Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân. Nguyên thủ quốc gia nước khách giới thiệu các thành viên đoàn chính thức với Chủ tịch nước và Phu nhân hoặc Phu quân;
Cục trưởng Cục Lễ tân Nhà nước giới thiệu một số Đại sứ (nếu được mời) với hai Nguyên thủ quốc gia và Phu nhân hoặc Phu quân;
Chủ tịch nước cùng Nguyên thủ quốc gia nước khách trở lại bục danh dự. Phu nhân hoặc Phu quân Chủ tịch nước và Phu nhân hoặc Phu quân Nguyên thủ quốc gia nước khách được mời vào vị trí phía sau bục danh dự;
Đội danh dự diễu binh;
đ) Sau lễ đón, Chủ tịch nước và Phu nhân hoặc Phu quân cùng Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân chụp ảnh lưu niệm;
Chủ tịch nước và Nguyên thủ quốc gia nước khách vào phòng Gặp hẹp hoặc phòng Hội đàm cấp nhà nước. Phu nhân hoặc Phu quân Chủ tịch nước tiếp riêng Phu nhân hoặc Phu quân Nguyên thủ quốc gia nước khách;
Bố trí đội hình tiêu binh danh dự tại sảnh chính;
e) Trong trường hợp thời tiết không thuận lợi, lễ đón chính thức được tổ chức tại Nhà Quốc hội. Không bắn đại bác khi cử Quốc thiều hai nước. Không diễu binh sau khi duyệt Đội danh dự.
3. Gặp hẹp và Hội đàm cấp nhà nước:
a) Chủ tịch nước và Nguyên thủ quốc gia nước khách gặp hẹp trước khi hội đàm theo thỏa thuận của hai bên;
b) Chủ tịch nước và Nguyên thủ quốc gia nước khách đồng chủ trì hội đàm;
c) Thành phần tham dự phía Việt Nam tương ứng với thành phần chính thức của đoàn khách và yêu cầu của nội dung hội đàm;
d) Trong thời gian gặp hẹp và hội đàm, bố trí gác tiêu binh danh dự.
4. Tiếp xúc cấp cao:
Thu xếp Nguyên thủ quốc gia nước khách tiếp xúc cấp cao với Tổng Bí thư, Thủ tướng Chính phủ, Chủ tịch Quốc hội và một số lãnh đạo khác theo yêu cầu và điều kiện cụ thể của chuyến thăm.
5. Chiêu đãi cấp nhà nước:
a) Chủ tịch nước chủ trì tiệc chiêu đãi;
b) Trải thảm đỏ từ cửa phòng tiệc đến nơi đỗ xe của Nguyên thủ quốc gia nước khách. Bố trí đội hình tiêu binh danh dự tại sảnh; gác tiêu binh danh dự;
c) Thành phần dự:
Phía Việt Nam: Phu nhân hoặc Phu quân Chủ tịch nước (nếu Phu nhân hoặc Phu quân Nguyên thủ quốc gia nước khách đi cùng), Thủ tướng Chính phủ, Chủ tịch Quốc hội, Chủ tịch Ủy ban trung ương Mặt trận Tổ quốc Việt Nam, Chánh án Tòa án nhân dân tối cao, Viện trưởng Viện kiểm sát nhân dân tối cao, các thành viên Chính phủ, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Chủ tịch Liên hiệp các tổ chức hữu nghị Việt Nam, Chủ tịch Hội hữu nghị Việt Nam - nước khách, Chủ tịch Nhóm Nghị sỹ hữu nghị Việt Nam - nước khách, các thành viên tham dự lễ đón, hội đàm cấp nhà nước, các nguyên Đại sứ Việt Nam tại nước khách, một số nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách cùng dự;
Việc mời thành phần phía Việt Nam dự chiêu đãi cấp nhà nước trên cơ sở tương ứng thành phần đoàn khách và yêu cầu chính trị của chuyến thăm;
Phía khách: các thành viên chính thức, một số tùy tùng, đại diện doanh nghiệp (nếu có) và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
d) Nghi thức:
Quân nhạc cử Quốc thiều nước khách và Quốc thiều Việt Nam mở đầu tiệc chiêu đãi;
Chủ tịch nước đọc diễn văn chào mừng;
Nguyên thủ quốc gia nước khách đáp từ;
đ) Tổ chức biểu diễn nghệ thuật chào mừng tại tiệc chiêu đãi.
6. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
7. Một số biện pháp đặc biệt khác có thể được thực hiện theo đề án lễ tân đón đoàn như: huy động quần chúng tham gia lễ đón tại sân bay hoặc Phủ Chủ tịch; mời Chủ tịch nước và Phu nhân hoặc Phu quân tham dự một số hoạt động chính thức cùng với Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân; mời một số Đại sứ tham dự lễ đón cấp nhà nước và chiêu đãi cấp nhà nước; tổ chức biểu diễn văn nghệ chào mừng tại Nhà hát Lớn Hà Nội.
Điều 7. Đón, tiếp Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền thăm cấp nhà nước theo hai chức danh1. Việc đón, tiếp Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền thăm cấp nhà nước theo lời mời của Tổng Bí thư và Chủ tịch nước được tổ chức như sau:
a) Tổng Bí thư chủ trì lễ đón, hội đàm và chiêu đãi cấp nhà nước Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền (sau đây gọi là Trưởng đoàn khách);
b) Chủ tịch nước đồng chủ trì chiêu đãi cấp nhà nước cùng với Tổng Bí thư, có hội kiến riêng và mời cơm thân Trưởng đoàn khách.
2. Đón đoàn tại sân bay:
a) Thành phần: Trưởng Ban Đối ngoại Trung ương, Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, Phó Trưởng Ban Đối ngoại Trung ương, Phó Chánh Văn phòng Trung ương Đảng, Thứ trưởng Bộ Ngoại giao, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Cục trưởng Cục Lễ tân Nhà nước, Vụ trưởng Vụ Lễ tân Ban Đối ngoại Trung ương, Vụ trưởng Vụ khu vực thuộc Ban Đối ngoại Trung ương, Vụ trưởng Vụ Đối ngoại Văn phòng Chủ tịch nước và Vụ trưởng Vụ khu vực thuộc Bộ Ngoại giao.
b) Nghi thức: thực hiện như đối với Nguyên thủ quốc gia thăm cấp nhà nước quy định tại mục b khoản 1 Điều 6 Nghị định này.
3. Lễ đón cấp nhà nước:
a) Tổng Bí thư chủ trì lễ đón.
b) Thành phần: Phu nhân hoặc Phu quân Tổng Bí thư (nếu Phu nhân hoặc Phu quân Trưởng đoàn nước khách đi cùng), Phó Thủ tướng Chính phủ, Phó Chủ tịch Quốc hội, Trưởng Ban Đối ngoại Trung ương, Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Đại sứ Việt Nam tại nước khách; lãnh đạo các bộ, ngành tương ứng với thành phần đoàn khách và yêu cầu đón, tiếp;
c) Nghi thức đón:
Tổng Bí thư và Phu nhân hoặc Phu quân đón Trưởng đoàn nước khách và Phu nhân hoặc Phu quân tại nơi đỗ xe của Trưởng đoàn nước khách;
Thiếu nhi tặng hoa Trưởng đoàn nước khách và Phu nhân hoặc Phu quân;
Thiếu nhi vẫy cờ hai nước;
d) Nghi thức duyệt Đội danh dự Quân đội nhân dân Việt Nam:
Tổng Bí thư cùng Trưởng đoàn nước khách bước lên bục danh dự; Phu nhân hoặc Phu quân Tổng Bí thư và Phu nhân hoặc Phu quân Trưởng đoàn nước khách được mời đến vị trí đầu hàng các quan chức Việt Nam;
Quân nhạc cử Quốc thiều nước khách và Quốc thiều Việt Nam; bắn 21 loạt đại bác khi cử Quốc thiều hai nước theo nguyên tắc có đi có lại hoặc theo đề án được duyệt;
Đội trưởng Đội danh dự Quân đội nhân dân Việt Nam chào, báo cáo và mời Trưởng đoàn nước khách duyệt Đội danh dự;
Tổng Bí thư cùng Trưởng đoàn nước khách duyệt Đội danh dự;
Đội danh dự chúc sức khỏe Trưởng đoàn nước khách;
Tổng Bí thư giới thiệu các quan chức Việt Nam tham gia lễ đón với Trưởng đoàn nước khách và Phu nhân hoặc Phu quân. Trưởng đoàn nước khách giới thiệu các thành viên đoàn chính thức với Tổng Bí thư và Phu nhân hoặc Phu quân;
Cục trưởng Cục Lễ tân Nhà nước giới thiệu một số Đại sứ (nếu được mời) với Tổng Bí thư và Phu nhân hoặc Phu quân, Trưởng đoàn nước khách và Phu nhân hoặc Phu quân;
Tổng Bí thư cùng Trưởng đoàn nước khách trở lại bục danh dự. Phu nhân hoặc Phu quân Tổng Bí thư và Phu nhân hoặc Phu quân Trưởng đoàn nước khách được mời vào vị trí phía sau bục danh dự;
Đội danh dự diễu binh;
đ) Sau lễ đón, Tổng Bí thư và Phu nhân hoặc Phu quân cùng Trưởng đoàn nước khách và Phu nhân hoặc Phu quân chụp ảnh lưu niệm;
Tổng Bí thư và Trưởng đoàn nước khách vào phòng gặp hẹp hoặc phòng Hội đàm cấp nhà nước. Phu nhân hoặc Phu quân Tổng Bí thư tiếp riêng Phu nhân hoặc Phu quân Trưởng đoàn nước khách;
Bố trí đội hình tiêu binh danh dự tại sảnh chính.
e) Trong trường hợp thời tiết không thuận lợi, lễ đón chính thức được tổ chức tại Nhà Quốc hội. Không bắn đại bác khi cử Quốc thiều hai nước. Không diễu binh sau khi duyệt Đội danh dự.
4. Gặp hẹp và Hội đàm cấp nhà nước:
a) Tổng Bí thư và Trưởng đoàn nước khách gặp hẹp trước khi hội đàm theo thỏa thuận của hai bên;
b) Tổng Bí thư và Trưởng đoàn nước khách đồng chủ trì hội đàm;
c) Thành phần tham dự phía Việt Nam tương ứng với thành phần chính thức của đoàn khách và yêu cầu của nội dung hội đàm;
d) Trong thời gian gặp hẹp và hội đàm, bố trí gác tiêu binh danh dự.
5. Tiếp xúc cấp cao:
Thu xếp Trưởng đoàn nước khách tiếp xúc cấp cao với Chủ tịch nước, Thủ tướng Chính phủ, Chủ tịch Quốc hội và một số lãnh đạo khác theo yêu cầu và điều kiện cụ thể của chuyến thăm.
6. Chiêu đãi cấp nhà nước:
a) Tổng Bí thư và Chủ tịch nước chủ trì tiệc chiêu đãi;
b) Trải thảm đỏ từ cửa phòng tiệc đến nơi đỗ xe của Trưởng đoàn nước khách. Bố trí đội hình tiêu binh danh dự tại sảnh; gác tiêu binh danh dự trước cửa phòng tiệc;
c) Thành phần dự:
Phía Việt Nam: Phu nhân hoặc Phu quân Tổng Bí thư và Phu nhân hoặc Phu quân Chủ tịch nước (nếu Phu nhân hoặc Phu quân Trưởng đoàn nước khách đi cùng), Thủ tướng Chính phủ, Chủ tịch Quốc hội, Chủ tịch Ủy ban trung ương Mặt trận Tổ quốc Việt Nam, Chánh án Tòa án nhân dân tối cao, Viện trưởng Viện Kiểm sát nhân dân tối cao, các thành viên Chính phủ, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Chủ tịch Liên hiệp các tổ chức hữu nghị Việt Nam, Chủ tịch Hội hữu nghị Việt Nam - nước khách, Chủ tịch Nhóm Nghị sỹ hữu nghị Việt Nam - nước khách, các thành viên tham dự lễ đón, hội đàm cấp nhà nước, các nguyên Đại sứ Việt Nam tại nước khách, một số nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách cùng dự;
Việc mời thành phần phía Việt Nam dự chiêu đãi cấp nhà nước trên cơ sở tương ứng thành phần đoàn khách và yêu cầu chính trị của chuyến thăm;
Phía khách: các thành viên chính thức, một số tùy tùng, đại diện doanh nghiệp (nếu có) và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
d) Nghi thức:
Quân nhạc cử Quốc thiều nước khách và Quốc thiều Việt Nam mở đầu tiệc chiêu đãi;
Tổng Bí thư đọc diễn văn chào mừng;
Trưởng đoàn nước khách đáp từ;
đ) Tổ chức biểu diễn nghệ thuật chào mừng tại tiệc chiêu đãi.
7. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
8. Một số biện pháp đặc biệt khác có thể được thực hiện theo đề án lễ tân đón đoàn như đối với Nguyên thủ quốc gia thăm cấp nhà nước quy định tại khoản 7 Điều 6 Nghị định này hoặc theo đề án riêng được cấp có thẩm quyền phê duyệt.
Điều 8. Đón, tiếp Nguyên thủ quốc gia thăm chính thức1. Đón đoàn tại sân bay:
a) Thành phần: Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, Thứ trưởng Bộ Ngoại giao, Cục trưởng Cục Lễ tân Nhà nước, Vụ trưởng Vụ Đối ngoại Văn phòng Chủ tịch nước và Vụ trưởng Vụ khu vực thuộc Bộ Ngoại giao;
b) Nghi thức:
Trải thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Nguyên thủ quốc gia nước khách;
Bố trí đội hình tiêu binh danh dự đứng hai bên thảm từ chân cầu thang máy bay đến nơi đỗ xe của Nguyên thủ quốc gia nước khách;
Tặng hoa Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân.
2. Lễ đón chính thức:
a) Chủ tịch nước chủ trì lễ đón chính thức;
b) Thành phần: Phu nhân hoặc Phu quân Chủ tịch nước (nếu Phu nhân hoặc Phu quân Nguyên thủ quốc gia nước khách đi cùng), Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, lãnh đạo các bộ, ngành tương ứng với thành phần đoàn khách và yêu cầu đón, tiếp;
c) Nghi thức đón và duyệt Đội danh dự Quân đội nhân dân Việt Nam: thực hiện như đối với Nguyên thủ quốc gia thăm cấp nhà nước quy định tại mục c, d, đ khoản 2 Điều 6 Nghị định này nhưng không bắn đại bác khi cử Quốc thiều hai nước;
d) Trong trường hợp thời tiết không thuận lợi, lễ đón chính thức được tổ chức tại Nhà Quốc hội. Không diễu binh sau khi duyệt Đội danh dự.
3. Gặp hẹp và Hội đàm chính thức:
a) Chủ tịch nước và Nguyên thủ quốc gia nước khách gặp hẹp trước khi hội đàm theo thỏa thuận của hai bên;
b) Chủ tịch nước và Nguyên thủ quốc gia nước khách đồng chủ trì hội đàm;
c) Thành phần tham dự phía Việt Nam tương ứng với thành phần chính thức của đoàn khách và yêu cầu của nội dung hội đàm;
d) Trong thời gian gặp hẹp và hội đàm, bố trí gác tiêu binh danh dự.
4. Tiếp xúc cấp cao:
Thu xếp Nguyên thủ quốc gia nước khách tiếp xúc cấp cao với Tổng Bí thư, Thủ tướng Chính phủ, Chủ tịch Quốc hội và một số lãnh đạo khác theo yêu cầu và điều kiện cụ thể của chuyến thăm.
5. Chiêu đãi chính thức:
a) Chủ tịch nước chủ trì tiệc chiêu đãi;
b) Trải thảm đỏ từ cửa phòng tiệc đến nơi đỗ xe của Nguyên thủ quốc gia nước khách. Bố trí đội hình tiêu binh danh dự tại sảnh; gác tiêu binh danh dự;
c) Thành phần dự:
Phía Việt Nam: Phu nhân hoặc Phu quân Chủ tịch nước (nếu Phu nhân hoặc Phu quân Nguyên thủ quốc gia nước khách đi cùng); các thành viên tham gia lễ đón, hội đàm chính thức, các nguyên Đại sứ Việt Nam tại nước khách. Trong trường hợp cần thiết, mời một số, nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách cùng dự;
Phía khách: các thành viên chính thức, một số tùy tùng, đại diện doanh nghiệp (nếu có) và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
d) Nghi thức:
Chủ tịch nước đọc diễn văn chào mừng;
Nguyên thủ quốc gia nước khách đáp từ;
đ) Tổ chức biểu diễn nghệ thuật chào mừng tại tiệc chiêu đãi.
6. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
Điều 9. Đón, tiếp Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền thăm chính thức theo hai chức danh1. Việc đón, tiếp Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền thăm chính thức theo lời mời của Tổng Bí thư và Chủ tịch nước được tổ chức như sau:
a) Tổng Bí thư chủ trì lễ đón, hội đàm và chiêu đãi chính thức Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền (sau đây gọi là Trưởng đoàn khách);
b) Chủ tịch nước đồng chủ trì chiêu đãi chính thức cùng với Tổng Bí thư, có hội kiến riêng và mời cơm thân Trưởng đoàn khách.
2. Đón đoàn tại sân bay:
a) Thành phần: Trưởng Ban Đối ngoại Trung ương, Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, Phó Trưởng Ban Đối ngoại Trung ương, Phó Chánh Văn phòng Trung ương Đảng, Thứ trưởng Bộ Ngoại giao, Chủ tịch Ủy ban nhân dân thành phố Hà Nội, Cục trưởng Cục Lễ tân Nhà nước, Vụ trưởng Vụ Lễ tân Ban Đối ngoại Trung ương, Vụ trưởng Vụ khu vực thuộc Ban Đối ngoại Trung ương, Vụ trưởng Vụ Đối ngoại Văn phòng Chủ tịch nước và Vụ trưởng Vụ khu vực thuộc Bộ Ngoại giao;
b) Nghi thức: thực hiện như đối với Nguyên thủ quốc gia thăm chính thức quy định tại mục b khoản 1 Điều 8 Nghị định này.
3. Lễ đón chính thức:
a) Tổng Bí thư chủ trì lễ đón;
b) Thành phần: Phu nhân (Phu quân) Tổng Bí thư nếu Phu nhân (Phu quân) Trưởng đoàn khách đi cùng, Trưởng ban Ban Đối ngoại Trung ương, Chủ nhiệm Văn phòng Chủ tịch nước hoặc Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, lãnh đạo các bộ, ngành tương ứng với thành phần đoàn khách và yêu cầu đón, tiếp;
c) Nghi thức đón và duyệt Đội danh dự quân đội nhân dân Việt Nam: thực hiện như đối với Nguyên thủ quốc gia đồng thời là Người đứng đầu Đảng cầm quyền thăm cấp nhà nước quy định tại mục c, d, đ khoản 3 Điều 7 Nghị định này nhưng không bắn đại bác khi cử Quốc thiều hai nước;
d) Trong trường hợp thời tiết không thuận lợi, lễ đón chính thức được tổ chức tại Nhà Quốc hội. Không diễu binh sau khi duyệt Đội danh dự.
4. Gặp hẹp và Hội đàm chính thức:
a) Tổng Bí thư và Trưởng đoàn nước khách gặp hẹp trước khi hội đàm theo thỏa thuận của hai bên;
b) Tổng Bí thư và Trưởng đoàn nước khách đồng chủ trì hội đàm;
c) Thành phần tham dự phía Việt Nam tương ứng với thành phần chính thức của đoàn khách và yêu cầu của nội dung hội đàm;
d) Trong thời gian gặp hẹp và hội đàm, bố trí gác tiêu binh danh dự.
5. Tiếp xúc cấp cao:
Thu xếp Trưởng đoàn nước khách tiếp xúc cấp cao với Chủ tịch nước, Thủ tướng Chính phủ, Chủ tịch Quốc hội và một số lãnh đạo khác theo yêu cầu và điều kiện cụ thể của chuyến thăm.
6. Chiêu đãi chính thức:
a) Tổng Bí thư và Chủ tịch nước chủ trì tiệc chiêu đãi;
b) Trải thảm đỏ từ cửa phòng tiệc đến nơi đỗ xe của Trưởng đoàn nước khách. Bố trí đội hình tiêu binh danh dự tại sảnh; gác tiêu binh danh dự trước cửa phòng tiệc;
c) Thành phần dự:
Phía Việt Nam: Phu nhân hoặc Phu quân Tổng Bí thư và Phu nhân hoặc Phu quân Chủ tịch nước (nếu Phu nhân hoặc Phu quân Trưởng đoàn nước khách đi cùng); các thành viên tham gia lễ đón, hội đàm chính thức, các nguyên Đại sứ Việt Nam tại nước khách. Trong trường hợp cần thiết, mời một số, nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách cùng dự;
Phía khách: Các thành viên chính thức, một số tùy tùng, đại diện doanh nghiệp (nếu có) và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
d) Nghi thức:
Tổng Bí thư đọc diễn văn chào mừng;
Trưởng đoàn nước khách đáp từ;
đ) Tổ chức biểu diễn nghệ thuật chào mừng tại tiệc chiêu đãi.
7. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
8. Một số biện pháp đặc biệt khác có thể được thực hiện theo đề án lễ tân đón đoàn theo đề án riêng được cấp có thẩm quyền phê duyệt.
Điều 10. Đón tiếp Người đứng đầu Đảng cầm quyền không giữ chức vụ Nhà nước là khách mời của Tổng Bí thưViệc đón tiếp Người đứng đầu Đảng cầm quyền không giữ chức vụ Nhà nước là khách mời của Tổng Bí thư theo danh nghĩa chuyến thăm được thực hiện theo đề án riêng. Ban Đối ngoại Trung ương phối hợp với Bộ Ngoại giao căn cứ theo yêu cầu chính trị của chuyến thăm đề xuất các biện pháp nghi lễ (tương đương thăm cấp nhà nước, thăm chính thức, thăm làm việc, thăm nội bộ, thăm cá nhân), trình cấp có thẩm quyền phê duyệt.
Điều 11. Đón, tiếp Người đứng đầu Chính phủ thăm chính thức1. Đón đoàn tại sân bay:
a) Thành phần: Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách, Thứ trưởng Bộ Ngoại giao; Cục trưởng Cục Lễ tân Nhà nước, Vụ trưởng Vụ khu vực thuộc Bộ Ngoại giao;
b) Nghi thức:
Trải thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Người đứng đầu Chính phủ nước khách;
Bố trí đội hình tiêu binh danh dự đứng hai bên thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Người đứng đầu Chính phủ nước khách;
Tặng hoa Người đứng đầu Chính phủ nước khách và Phu nhân hoặc Phu quân.
2. Lễ đón chính thức:
a) Thủ tướng Chính phủ chủ trì lễ đón chính thức;
b) Thành phần: Phu nhân hoặc Phu quân Thủ tướng Chính phủ (nếu Phu nhân hoặc Phu quân Người đứng đầu Chính phủ nước khách đi cùng), Bộ trưởng, Chủ nhiệm Văn phòng Chính phủ, Bộ trưởng tháp tùng, Đại sứ Việt Nam tại nước khách; lãnh đạo các bộ, ngành tương ứng với thành phần đoàn khách và yêu cầu đón, tiếp;
c) Nghi thức đón:
Thủ tướng Chính phủ và Phu nhân hoặc Phu quân đón Người đứng đầu Chính phủ nước khách và Phu nhân hoặc Phu quân tại nơi đỗ xe của Người đứng đầu Chính phủ nước khách;
Thiếu nhi tặng hoa Người đứng đầu Chính phủ nước khách và Phu nhân hoặc Phu quân;
Thiếu nhi vẫy cờ hai nước;
d) Nghi thức duyệt Đội danh dự Quân đội nhân dân Việt Nam:
Thủ tướng Chính phủ cùng Người đứng đầu Chính phủ nước khách bước lên bục danh dự; Phu nhân hoặc Phu quân Thủ tướng Chính phủ và Phu nhân hoặc Phu quân Người đứng đầu Chính phủ nước khách được mời đến vị trí đầu hàng các quan chức Việt Nam;
Quân nhạc cử Quốc thiều nước khách và Quốc thiều Việt Nam;
Đội trưởng Đội danh dự Quân đội nhân dân Việt Nam chào, báo cáo và mời Người đứng đầu Chính phủ nước khách duyệt Đội danh dự;
Thủ tướng Chính phủ cùng Người đứng đầu Chính phủ nước khách duyệt Đội danh dự;
Đội danh dự chúc sức khỏe Người đứng đầu Chính phủ nước khách;
Thủ tướng Chính phủ giới thiệu các quan chức Việt Nam tham gia lễ đón với Người đứng đầu Chính phủ nước khách và Phu nhân hoặc Phu quân. Người đứng đầu Chính phủ nước khách giới thiệu các thành viên đoàn với Thủ tướng Chính phủ và Phu nhân hoặc Phu quân;
Cục trưởng Cục Lễ tân Nhà nước giới thiệu một số Đại sứ (nếu được mời) với Thủ tướng Chính phủ, Người đứng đầu Chính phủ nước khách và Phu nhân hoặc Phu quân;
Thủ tướng Chính phủ cùng Người đứng đầu Chính phủ nước khách trở lại bục danh dự. Hai Phu nhân hoặc Phu quân được mời đứng vào vị trí phía sau bục danh dự;
Đội danh dự diễu binh;
đ) Sau lễ đón, Thủ tướng Chính phủ và Phu nhân hoặc Phu quân cùng Người đứng đầu Chính phủ nước khách và Phu nhân hoặc Phu quân chụp ảnh lưu niệm tại Trụ sở Chính phủ;
Thủ tướng Chính phủ và Người đứng đầu Chính phủ nước khách vào phòng Gặp hẹp hoặc phòng Hội đàm chính thức. Phu nhân hoặc Phu quân Thủ tướng Chính phủ tiếp riêng Phu nhân hoặc Phu quân Người đứng đầu Chính phủ nước khách;
Bố trí đội hình tiêu binh danh dự tại sảnh chính;
e) Trong trường hợp thời tiết không thuận lợi, lễ đón chính thức được tổ chức tại Trụ sở Chính phủ. Không diễu binh sau khi duyệt Đội danh dự.
3. Gặp hẹp và Hội đàm chính thức:
a) Thủ tướng Chính phủ và Người đứng đầu Chính phủ nước khách gặp hẹp trước khi hội đàm theo thỏa thuận của hai bên;
b) Thủ tướng Chính phủ và Người đứng đầu Chính phủ nước khách đồng chủ trì hội đàm;
c) Thành phần tham dự hội đàm phía Việt Nam tương ứng với thành phần chính thức của đoàn khách và yêu cầu của nội dung hội đàm;
d) Trong thời gian gặp hẹp và hội đàm, bố trí gác tiêu binh danh dự.
4. Tiếp xúc cấp cao:
Thu xếp Người đứng đầu Chính phủ nước khách tiếp xúc cấp cao với Tổng Bí thư, Chủ tịch nước, Chủ tịch Quốc hội và một số lãnh đạo khác theo yêu cầu và điều kiện cụ thể của chuyến thăm.

c) Thành phần dự:
Phía Việt Nam: Phu nhân hoặc Phu quân Thủ tướng Chính phủ (nếu Phu nhân hoặc Phu quân Người đứng đầu Chính phủ nước khách đi cùng), các thành viên tham gia lễ đón, hội đàm chính thức, các nguyên Đại sứ Việt Nam tại nước khách. Trong trường hợp cần thiết, mời một số nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách cùng dự;
Phía khách: các thành viên chính thức, một số tùy tùng, đại diện doanh nghiệp (nếu có) và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách.
d) Nghi thức:
Thủ tướng Chính phủ đọc diễn văn chào mừng;
Người đứng đầu Chính phủ nước khách đáp từ;
đ) Tổ chức biểu diễn nghệ thuật chào mừng tại tiệc chiêu đãi.
6. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
Điều 12. Đón, tiếp Người đứng đầu Nghị viện thăm chính thức1. Đón đoàn tại sân bay:
a) Thành phần: lãnh đạo Ủy ban Đối ngoại của Quốc hội hoặc lãnh đạo Văn phòng Quốc hội, đại diện Nhóm Nghị sỹ hữu nghị, Vụ trưởng Vụ Lễ tân, Văn phòng Quốc hội;
b) Nghi thức:
Trải thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Người đứng đầu Nghị viện nước khách;
Tặng hoa Người đứng đầu Nghị viện nước khách và Phu nhân hoặc Phu quân.
2. Lễ đón chính thức:
a) Chủ tịch Quốc hội chủ trì lễ đón;
b) Thành phần: Phu nhân hoặc Phu quân Chủ tịch Quốc hội (nếu Phu nhân hoặc Phu quân Người đứng đầu Nghị viện nước khách đi cùng), Chủ nhiệm Ủy ban Đối ngoại của Quốc hội và Tổng thư ký - Chủ nhiệm Văn phòng Quốc hội, một số lãnh đạo các cơ quan của Quốc hội và Chính phủ, Nhóm Nghị sỹ hữu nghị, một số đại biểu Quốc hội tương ứng với thành phần chính thức đoàn khách, Thứ trưởng Bộ Ngoại giao;
c) Nghi thức đón:
Trải thảm đỏ từ cửa Nhà Quốc hội đến nơi đỗ xe của Người đứng đầu Nghị viện nước khách. Bố trí đội hình tiêu binh danh dự đứng hai bên thảm đỏ;
Chủ tịch Quốc hội và Phu nhân hoặc Phu quân đón Người đứng đầu Nghị viện nước khách và Phu nhân hoặc Phu quân tại nơi đỗ xe của Người đứng đầu Nghị viện nước khách;
Tặng hoa Người đứng đầu Nghị viện nước khách và Phu nhân hoặc Phu quân;
d) Sau lễ đón, Chủ tịch Quốc hội và Phu nhân hoặc Phu quân cùng Người đứng đầu Nghị viện nước khách và Phu nhân hoặc Phu quân chụp ảnh lưu niệm. Chủ tịch Quốc hội và Người đứng đầu Nghị viện nước khách vào phòng gặp hẹp hoặc phòng hội đàm; Phu nhân hoặc Phu quân Chủ tịch Quốc hội và Phu nhân hoặc Phu quân Người đứng đầu Nghị viện nước khách chia tay tại nơi đỗ xe của Phu nhân hoặc Phu quân Người đứng đầu Nghị viện nước khách.
3. Hội đàm chính thức:
a) Chủ tịch Quốc hội và Người đứng đầu Nghị viện nước khách đồng chủ trì hội đàm;
b) Thành phần tham dự hội đàm phía Việt Nam tương ứng với thành phần chính thức của đoàn khách và yêu cầu của nội dung hội đàm;
c) Trong thời gian gặp hẹp và hội đàm, bố trí gác tiêu binh danh dự.
4. Tiếp xúc cấp cao:

Trong trường hợp cần thiết, mời một số đại biểu Quốc hội, nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách cùng dự;
Phía khách: các thành viên chính thức, một số tùy tùng, đại diện doanh nghiệp (nếu có) và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
d) Nghi thức:
Chủ tịch Quốc hội đọc diễn văn chào mừng;
Người đứng đầu Nghị viện nước khách đáp từ;
đ) Tổ chức biểu diễn nghệ thuật chào mừng tại tiệc chiêu đãi.
6. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
Điều 13. Đón, tiếp Phó Nguyên thủ quốc gia thăm chính thức1. Đón đoàn tại sân bay:
a) Thành phần: Phó Chủ nhiệm Văn phòng Chủ tịch nước, lãnh đạo Cục Lễ tân Nhà nước, lãnh đạo Vụ Đối ngoại Văn phòng Chủ tịch nước và lãnh đạo Vụ khu vực thuộc Bộ Ngoại giao.
b) Nghi thức:
Trải thảm đỏ từ chân cầu thang máy bay đến nơi đỗ xe của Phó Nguyên thủ quốc gia nước khách;
Tặng hoa Phó Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân.
2. Lễ đón chính thức:
a) Phó Chủ tịch nước chủ trì lễ đón;
b) Thành phần: Phu nhân hoặc Phu quân Phó Chủ tịch nước (nếu Phu nhân hoặc Phu quân Phó Nguyên thủ quốc gia nước khách đi cùng), Phó Chủ nhiệm Văn phòng Chủ tịch nước, các thành viên tham gia hội đàm chính thức, lãnh đạo Vụ Đối ngoại Văn phòng Chủ tịch nước và lãnh đạo Vụ khu vực thuộc Bộ Ngoại giao;
c) Nghi thức đón:
Trải thảm đỏ trải dọc trên bậc thềm từ cửa chính Phủ Chủ tịch đến nơi đỗ xe của Phó Nguyên thủ quốc gia nước khách. Bố trí đội hình tiêu binh danh dự đứng hai bên thảm đỏ;
Phó Chủ tịch nước và Phu nhân hoặc Phu quân đón Phó Nguyên thủ quốc gia và Phu nhân hoặc Phu quân tại nơi đỗ xe của Phó Nguyên thủ quốc gia nước khách;
Thiếu nhi tặng hoa Phó Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân;
Phó Chủ tịch nước giới thiệu các thành viên dự lễ đón phía Việt Nam;
Phó Nguyên thủ quốc gia nước khách giới thiệu các thành viên đoàn khách;
d) Sau lễ đón, Phó Chủ tịch nước và Phu nhân hoặc Phu quân cùng Phó Nguyên thủ quốc gia nước khách và Phu nhân hoặc Phu quân chụp ảnh lưu niệm;
Phó Chủ tịch nước và Phó Nguyên thủ quốc gia nước khách vào phòng hội đàm;
Phu nhân hoặc Phu quân Phó Chủ tịch nước và Phu nhân hoặc Phu quân Phó Nguyên thủ quốc gia nước khách chia tay tại nơi đỗ xe của Phu nhân hoặc Phu quân Phó Chủ tịch nước và Phu nhân hoặc Phu quân Phó Nguyên thủ quốc gia nước khách.
3. Hội đàm chính thức:
a) Phó Chủ tịch nước và Phó Nguyên thủ quốc gia nước khách đồng chủ trì hội đàm;
b) Thành phần tham dự hội đàm phía Việt Nam tương ứng với thành phần chính thức đoàn khách và yêu cầu của nội dung hội đàm.
4. Tiếp xúc cấp cao: thu xếp theo thỏa thuận của hai bên.
5. Chiêu đãi chính thức:
a) Phó Chủ tịch nước chủ trì tiệc chiêu đãi;
b) Thành phần:
Phía Việt Nam: Phu nhân hoặc Phu quân Phó Chủ tịch nước (nếu Phu nhân hoặc Phu quân Phó Nguyên thủ nước khách đi cùng), các thành viên tham gia lễ đón, hội đàm chính thức. Trong trường hợp cần thiết, mời một số quan chức, nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách;
Phía khách: các thành viên chính thức, một số quan chức tùy tùng và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
c) Nghi thức:
Phó Chủ tịch nước phát biểu chào mừng;
Phó Nguyên thủ quốc gia nước khách đáp từ;
d) Tổ chức biểu diễn nghệ thuật chào mừng tại tiệc chiêu đãi.
6. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
Điều 14. Đón, tiếp Phó Nguyên thủ quốc gia đồng thời là lãnh đạo Đảng cầm quyền thăm chính thức theo hai chức danh1. Việc đón, tiếp Phó Nguyên thủ quốc gia đồng thời là lãnh đạo Đảng cầm quyền thăm chính thức theo lời mời của Ban Chấp hành Trung ương Đảng và Phó Chủ tịch nước được tổ chức như sau:
a) Ủy viên Bộ Chính trị, Thường trực Ban Bí thư chủ trì lễ đón, hội đàm và chiêu đãi chính thức Phó Nguyên thủ quốc gia đồng thời là lãnh đạo Đảng cầm quyền (sau đây gọi là Trưởng đoàn khách);
b) Phó Chủ tịch nước đồng chủ trì chiêu đãi chính thức cùng với Thường trực Ban Bí thư; có hội kiến riêng và mời cơm thân Trưởng đoàn khách.
2. Đón đoàn tại sân bay:

3. Lễ đón chính thức:
a) Ủy viên Bộ Chính trị, Thường trực Ban Bí thư chủ trì lễ đón;
b) Thành phần: Phu nhân (Phu quân) Ủy viên Bộ Chính trị, Thường trực Ban Bí thư nếu Phu nhân (Phu quân) Trưởng đoàn khách đi cùng, Trưởng Ban hoặc Phó Trưởng Ban Đối ngoại Trung ương, Phó Chủ nhiệm Văn phòng Chủ tịch nước, các thành viên tham gia hội đàm chính thức, lãnh đạo Vụ khu vực thuộc Ban Đối ngoại Trung ương, lãnh đạo Vụ Đối ngoại Văn phòng Chủ tịch nước, lãnh đạo Vụ khu vực thuộc Bộ Ngoại giao;
c) Nghi thức đón:
Trải thảm đỏ trải dọc trên bậc thềm từ cửa chính Phủ Chủ tịch đến nơi đỗ xe của Trưởng đoàn khách. Bố trí đội hình tiêu binh danh dự đứng hai bên thảm đỏ;
Ủy viên Bộ Chính trị, Thường trực Ban Bí thư và Phu nhân hoặc Phu quân đón Trưởng đoàn khách và Phu nhân hoặc Phu quân tại nơi xe đỗ;
Thiếu nhi tặng hoa Trưởng đoàn khách và Phu nhân hoặc Phu quân;
Ủy viên Bộ Chính trị, Thường trực Ban Bí thư giới thiệu các thành viên dự lễ đón phía Việt Nam;
Trưởng đoàn khách giới thiệu các thành viên đoàn khách;
d) Sau lễ đón, Ủy viên Bộ Chính trị, Thường trực Ban Bí thư và Phu nhân hoặc Phu quân cùng Trưởng đoàn khách và Phu nhân hoặc Phu quân chụp ảnh lưu niệm;
Ủy viên Bộ Chính trị, Thường trực Ban Bí thư và Trưởng đoàn khách vào phòng hội đàm;
Phu nhân hoặc Phu quân Ủy viên Bộ Chính trị, Thường trực Ban Bí thư và Phu nhân hoặc Phu quân Trưởng đoàn khách chia tay tại nơi đỗ xe của Phu nhân hoặc Phu quân Ủy viên Bộ Chính trị, Thường trực Ban Bí thư và Phu nhân hoặc Phu quân Trưởng đoàn khách.
4. Hội đàm chính thức:
a) Ủy viên Bộ Chính trị, Thường trực Ban Bí thư cùng Trưởng đoàn khách chủ trì hội đàm;
b) Thành phần tham dự hội đàm phía Việt Nam tương ứng với thành phần chính thức của đoàn khách và yêu cầu của nội dung hội đàm.
5. Tiếp xúc cấp cao: thu xếp theo thỏa thuận của hai bên.
6. Chiêu đãi chính thức:
a) Ủy viên Bộ Chính trị, Thường trực Ban Bí thư và Phó Chủ tịch nước chủ trì tiệc chiêu đãi;
b) Thành phần:
Phía Việt Nam: Phu nhân hoặc Phu quân Ủy viên Bộ Chính trị, Thường trực Ban Bí thư và Phu nhân hoặc Phu quân Phó Chủ tịch nước (nếu Phu nhân hoặc Phu quân Trưởng đoàn khách đi cùng), các thành viên tham gia lễ đón, hội đàm chính thức. Trong trường hợp cần thiết, mời một số quan chức, nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách;
Phía khách: các thành viên chính thức, một số quan chức tùy tùng và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
c) Nghi thức:
Ủy viên Bộ Chính trị, Thường trực Ban Bí thư phát biểu chào mừng;
Trưởng đoàn khách đáp từ;
d) Tại tiệc chiêu đãi có biểu diễn nghệ thuật chào mừng đoàn.
7. Tiễn đoàn tại sân bay: thành phần và nghi lễ thực hiện như khi đón.
Điều 15. Đón, tiếp cấp phó của Người đứng đầu Chính phủ, cấp phó của Người đứng đầu Nghị viện, Bộ trưởng Bộ Ngoại giao nước khách thăm chính thức1. Đón, tiễn tại sân bay:
a) Lãnh đạo cấp Vụ Bộ Ngoại giao đón, tiễn cấp phó của Người đứng đầu Chính phủ, Bộ trưởng Bộ Ngoại giao nước khách;
b) Lãnh đạo cấp Vụ Văn phòng Quốc hội đón, tiễn cấp phó của Người đứng đầu Nghị viện nước khách.
2. Lễ đón, hội đàm, chiêu đãi:
a) Phó Thủ tướng Chính phủ, Phó Chủ tịch Quốc hội, Bộ trưởng Bộ Ngoại giao chủ trì các hoạt động chính thức đối với khách đồng cấp;
b) Lễ đón: đón, chụp ảnh chung với cấp phó của Người đứng đầu Chính phủ, cấp phó của Người đứng đầu Nghị viện, Bộ trưởng Bộ Ngoại giao nước khách;
c) Thành phần phía Việt Nam tham dự lễ đón và hội đàm: tương ứng với thành phần của đoàn khách và yêu cầu của nội dung hội đàm;
d) Chiêu đãi:
Phía Việt Nam: các thành viên tham gia lễ đón, hội đàm chính thức. Trong trường hợp cần thiết, mời một số nhân sĩ, trí thức, đại diện doanh nghiệp có nhiều hợp tác với nước khách cùng dự;
Phía khách: các thành viên chính thức, một số tùy tùng và một số cán bộ ngoại giao của cơ quan đại diện ngoại giao nước khách;
Chủ tiệc phát biểu chúc rượu;
Trưởng đoàn khách đáp từ;
Trường hợp đặc biệt, có thể tổ chức biểu diễn văn nghệ trong khi chiêu đãi.

RECEPTION OF HIGH-RANKING FOREIGN DELEGATIONS ON STATE VISITS OR OFFICIAL VISITS
Article 5. Titles of high-ranking visits
1. The Ministry of Foreign Affairs shall come to terms with the guest nation on titles of each visit of the Head of State, the Head of State who is also the Head of the Governing Party, Head of the Government, Deputy Head of State, Deputy Head of State who is also the Head of the Governing Party, or Deputy Head of the Government:
a) The Head of State shall conduct the visit under one of the following titles: state visit, official visit, unannounced visit, and private visit; the Deputy Head of State shall conduct the visit under one of the following titles: official visit, working visit, unannounced visit, and private visit;
The state visit only applies to the Head of State and the Head of State who is also the Head of the Governing Party of the guest nation visiting Vietnam;
Each year, organize the reception of no more than 3 delegations on state visits. The Ministry of Foreign Affairs shall come into terms with the Ministry of Foreign Affairs of the guest nation on the visiting program from 3 to 6 months in advance of the actual visit;
b) The Head of the Government or the Deputy Head of the Government of the guest nation shall conduct the visit under one of the following titles: official visit, working visit, unannounced visit, and private visit;
2. The Foreign Affairs Committee of the National Assembly shall come into terms with the guest nation on the title of each visit of the Head or Deputy Head of the Congress of that nation according to the following titles: official visit, working visit, unannounced visit, and private visit.
Article 6. Reception of the Head of State on a state visit
1. Airport greeters:
a) Composition: Head of the President’s Office or escorting Minister, Vietnamese Ambassador in the guest nation, Deputy Minister of Foreign Affairs, Chairman of the People’s Committee of Hanoi city, Director of Directorate of State Protocol, Director of Department of Foreign Affairs of the President’s Office, and Director of the Regional Affairs Department of the Ministry of Foreign Affairs;
b) Protocol:
Roll out a red carpet from the base of the airplane stairs to the parking place of the vehicle of the Head of State of the guest nation;
Arrange honour guard formations on two sides of the red carpet from the base of the airplane stairs to the parking place of the vehicle of the Head of State of the guest nation;
Gift flowers to the Head of State of the guest nation and his/her spouse;
Allow the representative community of the guest nation to come to the airport and greet the delegation if the foreign representative mission requests.
2. State-level welcome ceremony:
a) The President of Vietnam shall preside over the welcome ceremony;
b) Composition: The spouse of the President of Vietnam (if the spouse of the Head of State also accompanies him/her), Deputy Prime Minister, Vice-president of the National Assembly, Head of the President’s Office or escorting Minister, Chairman of the People’s Committee of Hanoi city, Vietnamese Ambassador in the guest nation; heads of ministries or central authorities corresponding to the composition of the guest delegation and requirements of the reception.
c) Reception protocol:
The President of Vietnam and his/her spouse shall receive the Head of State of the guest nation and his/her spouse at the parking place of the vehicle of the Head of State of the guest nation;
Children gift flowers to the Head of State of the guest nation and his/her spouse;
Children wave flags of both nations;
d) Reviewing protocol of the Honour Squad of the People’s Army of Vietnam:
The President of Vietnam and the Head of State of the guest nation shall step on the honour podium; the spouse of the President of Vietnam and spouse of the Head of State of the guest nation shall be invited to the front row of Vietnamese officials;
The military band shall play the national anthem melody of the guest nation and Vietnam; 21 rounds of cannons shall be fired while the national anthem melodies are being played on the basis of reciprocity or according to the approved plan;
Captain of the Honour Squad of the People's Army of Vietnam shall greet, report, and invite the Head of State of the guest nation to review the Honour Squad;
The President of Vietnam and the Head of State of the guest nation shall review the Honour Squad together;
The Honour Squad shall wish the Head of State of the guest nation good health;
The President of Vietnam shall introduce the Vietnamese officials attending the welcome ceremony to the Head of State of the guest nation and his/her spouse. The Head of State of the guest nation shall introduce official members of the delegation to the President of Vietnam and his/her spouse;
The Director of Directorate of State Protocol shall introduce some Ambassadors (if invited) to the Head of State of the guest nation, the President of Vietnam and their spouse;
The President of Vietnam and the Head of State of the guest nation shall return to the honour podium. The spouse of the President of Vietnam and the spouse of the Head of State of the guest nation shall be invited to the position behind the honour podium;
The Honour Squad shall start the marching;
dd) After the welcome ceremony, the President of Vietnam and his/her spouse shall take pictures with the Head of State of the guest nation and his/her spouse;
The President of Vietnam and the Head of State of the guest nation shall go to the small-meeting room or the state-level meeting room. The spouse of the President of Vietnam shall separately receive the spouse of the Head of State of the guest nation;
Arrange honour guard formations in the main hall;
e) In case of inconvenient weather, the official welcome ceremony will be held at the National Assembly House. Cannons shall not be fired during the national anthem melodies of both nations. The Honour Squad shall not perform the marching after the review.
3. Small meeting and state-level meeting:
a) The President of Vietnam and the Head of State of the guest nation shall have a small meeting before the state-level meeting according to the agreement of both parties;
b) The President of Vietnam and the Head of State of the guest nation shall preside over the meeting together;
c) The composition of Vietnamese participants corresponds with the official composition of the guest delegation and requirements of the meeting content;
d) During the small meeting and state-level meeting, there must be honour guards arranged.
4. High-ranking reception:
Arrange the high-ranking reception of the Head of State of the guest nation with the General Secretary, Prime Minister, President of the National Assembly, and other leaders according to specific requests and conditions of the visit.
5. State banquet:
a) The President of Vietnam shall preside over the banquet;
b) Roll out a carpet from the entrance of the banquet room to the parking place of the vehicle of the Head of State of the guest nation; Arrange honour guard formations in the main hall; and arrange guarding honour guards;
c) Participants:
Vietnamese side: the spouse of the President of Vietnam (if the spouse of the Head of State of the guest nation accompanies him/her), Prime Minister, President of the National Assembly, President of the Central Committee of the Vietnam Fatherland Front, Chief Justice of the Supreme People’s Court, Chief Procurator of the Supreme People’s Procuracy, members of the Government, Chairman of the People’s Committee of Hanoi city, President of Vietnam Union of Friendship Organizations, President of the Friendship Association of Vietnam and the guest nation, President of Friendship Parliamentary Group of Vietnam and the guest nation, members who participate in the state-level welcome ceremony and meeting, former Vietnamese Ambassadors in the guest country, and special individuals or representatives of the enterprise that have many cooperation with the guest nation;
Vietnamese participants invited to the state banquet shall correspond with the composition of the guest delegation and political requirements of the visit;
Guest side: official members, servants, representatives of enterprises (if any) and a number of diplomats of foreign diplomatic missions of the guest nation;
d) Protocol:
The military band shall play the national anthem melody of the guest nation and Vietnam at the start of the banquet;
The President of Vietnam shall give a welcome speech;
The Head of State of the guest nation shall respond to the speech;
dd) Organization of welcome art performances at the banquet.
6. The see-off delegation at the airport: same as when welcoming.
7. Other special measures that can be performed according to the reception protocol plan: mobilizing people to participate in the welcome ceremony at the airport or the Presidential Palace; inviting the President of Vietnam and his/her spouse to participate in a number of official activities with the Head of State of the guest nation and his/her spouse; inviting a number of Ambassadors to participate in the state-level welcome ceremony and state banquet; organizing welcome art performances at the Hanoi Opera House.
Article 7. Reception of the Head of State who is also the Head of the Governing Party on a state visit under two titles
1. The organization of the reception of the Head of State who is also the Head of the Governing Party on a state visit at the invitation of the General Secretary and the President of Vietnam is as follows:
a) The General Secretary shall preside over the state-level welcome ceremony, meeting, and reception of the Head of State who is also the Head of the Governing Party (hereinafter referred to as “Head of the Guest Delegation”);
b) The President of Vietnam shall preside over the state banquet with the General Secretary, hold a private audience and invite the Head of the Guest Delegation to a friendly meal.
2. Airport greeters:
a) Composition: Head and Deputy Head of the Central Diplomatic Department, Head of the President’s Office or escorting Minister, Vietnamese Ambassador in the guest nation, Deputy Chief of Office of the Vietnam Communist Party Central Committee, Deputy Minister of Foreign Affairs, Chairman of the People's Committee of Hanoi city, Director of Directorate of State Protocol, Director of the Reception Department of the Central Diplomatic Department, Director of the Regional Affairs Department of the Central Diplomatic Department, Director of Department of Foreign Affairs of the President’s Office, and Director of the Regional Affairs Department of the Ministry of Foreign Affairs.
b) Protocol: same as prescribed in Point b Clause 1 Article 6 of this Decree.
3. State-level welcome ceremony:
a) The General Secretary shall preside over the welcome ceremony;
b) Composition: The spouse of the General Secretary (if the spouse of the Head of Guest Delegation also accompanies him/her), Deputy Prime Minister, Vice-president of the National Assembly, Head of the Central Diplomatic Department, Head of the President’s Office or escorting Minister, Chairman of the People’s Committee of Hanoi city, Vietnamese Ambassador in the guest nation; heads of ministries or central authorities corresponding to the composition of the guest delegation and requirements of the reception.
c) Reception protocol:
The General Secretary and his/her spouse shall receive the Head of the Guest Delegation and his/her spouse at the parking place of the vehicle of the Head of the Guest Delegation;
Children gift flowers to the Head of the Guest Delegation and his/her spouse;
Children wave flags of both nations;
d) Reviewing protocol of the Honour Squad of the People’s Army of Vietnam:
The General Secretary and the Head of the Guest Delegation shall step on the honour podium; the spouse of the General Secretary and spouse of the Head of the Guest Delegation shall be invited to the front row of Vietnamese officials;

Vietnamese side: the spouse of the General Secretary and spouse of the President of Vietnam (if the spouse of the Head of the Guest Delegation accompanies him/her), Prime Minister, President of the National Assembly, President of the Central Committee of the Vietnam Fatherland Front, Chief Justice of the Supreme People’s Court, Chief Procurator of the Supreme People’s Procuracy, members of the Government, Chairman of the People’s Committee of Hanoi city, President of Vietnam Union of Friendship Organizations, President of the Friendship Association of Vietnam and the guest nation, President of Friendship Parliamentary Group of Vietnam and the guest nation, members who participate in the state-level welcome ceremony and meeting, former Vietnamese Ambassadors in the guest country, and special individuals or representatives of the enterprise that have many cooperation with the guest nation;

The General Secretary shall give a welcome speech;
The Head of the Guest Delegation shall respond to the speech;
dd) Organization of welcome art performances at the banquet.
7. The see-off delegation at the airport: same as when welcoming.
8. Some other special measures may be carried out according to the reception protocol plan prescribed in Clause 7 Article 6 of this Decree or the separate plan approved by competent authorities.
Article 8. Reception of the Head of State on an official visit
1. Airport greeters:
a) Composition: Head of the President’s Office or escorting Minister, Vietnamese Ambassador in the guest nation, Deputy Minister of Foreign Affairs, Director of Directorate of State Protocol, Director of Department of Foreign Affairs of the President’s Office, and Director of the Regional Affairs Department of the Ministry of Foreign Affairs;
b) Protocol:
Roll out a red carpet from the base of the airplane stairs to the parking place of the vehicle of the Head of State of the guest nation;
Arrange honour guard formations on two sides of the red carpet from the base of the airplane stairs to the parking place of the vehicle of the Head of State of the guest nation;
Gift flowers to the Head of State of the guest nation and his/her spouse.
2. Official welcome ceremony:
a) The President shall preside over the official welcome ceremony;
b) Composition: Spouse of the President of Vietnam (if the spouse of the Head of State also accompanies him/her), Head of the President’s Office or escorting Minister, Vietnamese Ambassador in the guest nation, and heads of ministries or central authorities corresponding to the composition of the guest delegation and requirements of the reception.
c) Regarding the reception protocol and reviewing of the Honour Squad of the People’s Army of Vietnam, carry out as prescribed in Points c, d, dd Clause 2 Article 6 of this Decree and do not fire cannons while national anthem melodies of both nations are playing;
d) In case of inconvenient weather, the official welcome ceremony will be held at the National Assembly House. The Honour Squad shall not perform the marching after the review.
3. Small meeting and official meeting:
a) The President of Vietnam and the Head of State of the guest nation shall have a small meeting before the official meeting according to the agreement of both parties;
b) The President of Vietnam and the Head of State of the guest nation shall preside over the meeting together;
c) The composition of Vietnamese participants corresponds with the official composition of the guest delegation and requirements of the meeting content;
d) During the small meeting and official meeting, there must be honour guards arranged.

In necessary cases, invite some special individuals or representatives of enterprises that have many cooperation with the guest nation;
Guest side: official members, servants, representatives of enterprises (if any) and a number of diplomats of foreign diplomatic missions of the guest nation;
d) Protocol:
The President of Vietnam shall give a welcome speech;
The Head of State of the guest nation shall respond to the speech;
dd) Organization of welcome art performances at the banquet.
6. The see-off delegation at the airport: same as when welcoming.
Article 9. Reception of the Head of State who is also the Head of the Governing Party on an official visit under two titles
1. The organization of the reception of the Head of State who is also the Head of the Governing Party on an official visit at the invitation of the General Secretary and the President of Vietnam is as follows:
a) The General Secretary shall preside over the official welcome ceremony, meeting, and reception of the Head of State who is also the Head of the Governing Party (hereinafter referred to as “Head of the guest delegation”);
b) The President of Vietnam shall preside over the official banquet with the General Secretary, hold a private audience and invite the Head of the Guest Delegation to a friendly meal.
2. Airport greeters:
a) Composition: Head and Deputy Head of the Central Diplomatic Department, Head of the President’s Office or escorting Minister, Vietnamese Ambassador in the guest nation, Deputy Chief of Office of the Vietnam Communist Party Central Committee, Deputy Minister of Foreign Affairs, Chairman of the People's Committee of Hanoi city, Director of Directorate of State Protocol, Director of the Reception Department of the Central Diplomatic Department, Director of the Regional Affairs Department of the Central Diplomatic Department, Director of Department of Foreign Affairs of the President’s Office, and Director of the Regional Affairs Department of the Ministry of Foreign Affairs;

c) Regarding the reception protocol and reviewing of the Honour Squad of the People’s Army of Vietnam, carry out as prescribed in Points c, d, dd Clause 3 Article 7 of this Decree and do not fire cannons while national anthem melodies of both nations are playing;
d) In case of inconvenient weather, the official banquet ceremony will be held at the National Assembly House. The Honour Squad shall not perform the marching after the review.
4. Small meeting and official meeting:
a) The General Secretary and the Head of the Guest Delegation shall have a small meeting before the official meeting according to the agreement of both parties;
b) The General Secretary and the Head of the Guest Delegation shall preside over the meeting together;
c) The composition of Vietnamese participants corresponds with the official composition of the guest delegation and requirements of the meeting content;
d) During the small meeting and official meeting, there must be honour guards arranged.
5. High-ranking reception:
Arrange the high-ranking reception of the Head of the Guest Delegation with the President of Vietnam, Prime Minister, President of the National Assembly, and other leaders according to specific requests and conditions of the visit.
6. Official banquet:
a) The General Secretary and the President of Vietnam shall preside over the banquet;
b) Roll out a carpet from the entrance of the banquet room to the parking place of the vehicle of the Head of the Guest Delegation; Arrange honour guard formations in the main hall; and arrange guarding honour guards at the entrance of the banquet room;
c) Participants:
Vietnamese side: The spouse of the General Secretary and spouse of the President of Vietnam (if the spouse of the Head of the Guest Delegation accompanies him/her); members who participate in the official welcome ceremony and meeting and former Vietnamese Ambassadors in the guest country. In necessary cases, invite some special individuals or representatives of enterprises that have many cooperation with the guest nation;
Guest side: official members, servants, representatives of enterprises (if any) and a number of diplomats of foreign diplomatic missions of the guest nation;
d) Protocol:
The General Secretary shall give a welcome speech;
The Head of the Guest Delegation shall respond to the speech;
dd) Organization of welcome art performances at the banquet.
7. The see-off delegation at the airport: same as when welcoming.
8. Some other special measures may be carried out according to the reception protocol plan or the separate plan approved by competent authorities.
Article 10. Reception of the Head of the Governing Party who does not hold a State position and is the guest of the General Secretary
The reception of the Head of the Governing Party who does not hold a State position and is the guest of the General Secretary shall be in accordance with a separate plan. The Central Diplomatic Department shall cooperate with the Ministry of Foreign Affairs in proposing measures to hold a ceremony that is equivalent to the ceremony for a state visit, official visit, working visit, unannounced visit, and private visit and presenting them to competent authorities for approval based on political requirements of the visit.
Article 11. Reception of the Head of the Government on an official visit
1. Airport greeters:
a) Composition: escorting Minister, Vietnamese Ambassador in the guest nation, Deputy Minister of Foreign Affairs; Director of Directorate of State Protocol and Director of the Regional Affairs Department of the Ministry of Foreign Affairs;
b) Protocol:
Roll out a red carpet from the base of the airplane stairs to the parking place of the vehicle of the Head of the Government of the guest nation;
Arrange honour guard formations on two sides of the red carpet from the base of the airplane stairs to the parking place of the vehicle of the Head of the Government of the guest nation;
Gift flowers to the Head of the Government of the guest nation and his/her spouse;
2. Official welcome ceremony:
a) The Prime Minister shall preside over the official welcome ceremony;
b) Composition: The spouse of the Prime Minister (if the spouse of the Head of the Government of the guest nation also accompanies him/her), Minister, Head of the Government Office or escorting Minister, Vietnamese Ambassador in the guest nation, and heads of ministries or central authorities corresponding to the composition of the guest delegation and requirements of the reception.
c) Reception protocol:
The Prime Minister and his/her spouse shall receive the Head of the Government of the guest nation and his/her spouse at the parking place of the vehicle of the Head of the Government of the guest nation;
Children gift flowers to the Head of the Government of the guest nation and his/her spouse;
Children wave flags of both nations;
d) Reviewing protocol of the Honour Squad of the People’s Army of Vietnam:
The Prime Minister and the Head of the Government of the guest nation shall step on the honour podium; the spouse of the Prime Minister and spouse of the Head of the Government of the guest nation shall be invited to the front row of Vietnamese officials;
The military band shall play the national anthem melody of the guest nation and Vietnam;
Captain of the Honour Squad of the People's Army of Vietnam shall greet, report, and invite the Head of the Government of the guest nation to review the Honour Squad;
The Prime Minister and the Head of the Government of the guest nation shall review the Honour Squad together;
The Honour Squad shall wish the Head of the Government of the guest nation good health;
The Prime Minister shall introduce the Vietnamese officials attending the welcome ceremony to the Head of the Government of the guest nation and his/her spouse The Head of the Government of the guest nation shall introduce members of the delegation to the Prime Minister and his/her spouse;
The Director of Directorate of State Protocol shall introduce some Ambassadors (if invited) to the Prime Minister and the Head of the Government of the guest nation and their spouse
The Prime Minister and the Head of the Government of the guest nation shall return to the honour podium The spouse of the Prime Minister and the spouse of the Head of the Government of the guest nation shall be invited to the position behind the honour podium;
The Honour Squad shall start the marching;
dd) After the welcome ceremony, the Prime Minister and his/her spouse shall take pictures with the Head of the Government of the guest nation and his/her spouse at the Government Headquarter;
The Prime Minister and the Head of the Government of the guest nation shall go to the small-meeting room or the official meeting room. The spouse of the Prime Minister shall separately receive the spouse of the Head of the Government of the guest nation;
Arrange honour guard formations in the main hall;

b) Protocol:
Roll out a red carpet from the base of the airplane stairs to the parking place of the vehicle of the Head of the Congress of the guest nation;
Gift flowers to the Head of the Congress of the guest nation and his/her spouse;
2. Official welcome ceremony:
a) The President of the National Assembly shall preside over the welcome ceremony;
b) Composition: The spouse of the President of the National Assembly (if the spouse of the Head of the Congress of the guest nation also accompanies him/her), Head of the Foreign Affairs Committee of the National Assembly, General Secretary – Head of the National Assembly Office, heads of agencies of the National Assembly and the Government, Friendship Parliamentary Group of Vietnam, a number of members of the National Assembly corresponding to the official composition of the guest delegation, and Deputy Minister of Foreign Affairs;
c) Reception protocol:
Roll out a red carpet from the entrance of the National Assembly House to the parking place of the vehicle of the Head of the Congress of the guest nation. Arrange honour guard formations on two sides of the red carpet;
The President of the National Assembly and his/her spouse shall receive the Head of the Congress of the guest nation and his/her spouse at the parking place of the vehicle of the Head of the Congress of the guest nation;
Gift flowers to the Head of the Congress of the guest nation and his/her spouse.
dd) After the welcome ceremony, the President of the National Assembly and his/her spouse shall take pictures with the Head of the Congress of the guest nation and his/her spouse; The President of the National Assembly and the Head of the Congress of the guest nation shall go to the small-meeting room or the state-level meeting room; the spouse of the President of the National Assembly and the spouse of the Head of the Congress of the guest nation shall part at the parking place of the vehicle of the spouse of the Head of the Congress of the guest nation.

Gift flowers to the Deputy Head of State of the guest nation and his/her spouse.

a) The Vice-president of Vietnam shall preside over the welcome ceremony;
b) Composition: The spouse of the Vice-president of Vietnam (if the spouse of the Deputy Head of State also accompanies him/her), Deputy Head of the President’s Office, members who participate in the official meeting, Head of Department of Foreign Affairs of the President’s Office, and Head the Regional Affairs Department of the Ministry of Foreign Affairs;
c) Reception protocol:
Roll out a carpet on the step from the entrance of the Presidential Palace to the packing place of the vehicle of the Deputy Head of State of the guest nation. Arrange honour guard formations on two sides of the red carpet;
The Vice-president of Vietnam and his/her spouse shall receive the Deputy Head of State of the guest nation and his/her spouse at the parking place of the vehicle of the Deputy Head of State of the guest nation;
Children gift flowers to the Deputy Head of State of the guest nation and his/her spouse;
The Vice-president of Vietnam shall introduce members participating in the welcome ceremony on the Vietnamese side;
The Deputy Head of State of the guest nation shall introduce members of the guest delegation;
d) After the welcome ceremony, the Vice-president of Vietnam and his/her spouse shall take pictures with the Deputy Head of State of the guest nation and his/her spouse;

1. The organization of the reception of the Deputy Head of State who is also the Head of the Governing Party on an official visit at the invitation of the Central Committee of the Communist Party of Vietnam and the Vice-president of Vietnam is as follows:
a) The Politburo member and the standing member of the Secretariat shall preside over the official welcome ceremony, meeting, and reception of the Deputy Head of State who is also the Head of the Governing Party (hereinafter referred to as “Head of the Guest Delegation”);
b) The Vice-president of Vietnam shall preside over the state banquet with the standing member of the Secretariat, hold a private audience, and invite the Head of the Guest Delegation to a friendly meal.
2. Airport greeters:
a) Composition: Head or Deputy Head of the Central Diplomatic Department or equivalences, Deputy Head of the President’s Office, Director of Directorate of State Protocol, Head the Regional Affairs Department of the Central Diplomatic Department, Head of Reception Department of the Central Diplomatic Department, Head of Department of Foreign Affairs of the President’s Office, and Head the Regional Affairs Department of the Ministry of Foreign Affairs;

a) Heads of Departments of the Ministry of Foreign Affairs shall receive and see off the Deputy Head of the Government and Minister of Foreign Affairs of the guest nation;
b) Heads of Departments of the National Assembly Office shall receive and see off the Deputy Head of the Congress of the guest nation.
2. Welcome ceremony, meeting, and reception:
a) The Deputy Prime Minister, Vice-president of the National Assembly, and Minister of Foreign Affairs shall preside over activities for their equivalent guests;
b) Welcome ceremony: receive and take pictures with the Deputy Head of the Government, Deputy Head of the Congress, and Minister of Foreign Affairs of the guest nation;
c) The composition of Vietnamese participants regarding the welcome ceremony and meeting shall correspond with the composition of the guest delegation and requirements of the meeting content;
d) Banquet:
Vietnamese side: members who participate in the official welcome ceremony and meeting. In necessary cases, invite some special individuals or representatives of enterprises that had cooperation with the guest nation;
Guest side: official members, servants, and a number of diplomats of foreign diplomatic missions of the guest nation;
The host shall give a toast speech;
The Head of the Guest Delegation shall respond to the speech;
In special cases, there may be art performances organized during the banquet.
3. High-ranking receptions: arrange them according to the agreement of both parties.
