Điều 18.

1. Hội thẩm nhân dân Tòa án nhân dân huyện, quận nhiệm kỳ 2004 – 2009 nơi không tổ chức Hội đồng nhân dân tiếp tục hoạt động cho đến khi Hội đồng nhân dân tỉnh, thành phố trực thuộc Trung ương bầu ra Hội thẩm nhân dân mới. 

Nhiệm kỳ của Hội thẩm nhân dân Tòa án nhân dân huyện, quận nơi không tổ chức Hội đồng nhân dân theo nhiệm kỳ của Hội đồng nhân dân tỉnh, thành phố trực thuộc Trung ương.

2. Chính phủ, Tòa án nhân dân tối cao, Viện kiểm sát nhân dân tối cao, Ủy ban trung ương Mặt trận Tổ quốc Việt Nam trong phạm vi nhiệm vụ, quyền hạn của mình có trách nhiệm tổ chức, hướng dẫn thực hiện Nghị quyết này.

3. Hội đồng nhân dân, Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương, Ủy ban nhân dân huyện, quận, phường nơi không tổ chức Hội đồng nhân dân huyện, quận, phường chịu trách nhiệm thi hành Nghị quyết này.

4. Nghị quyết này có hiệu lực thi hành từ ngày 01 tháng 04 năm 2009.

IMPLEMENTATION PROVISIONS

Article 18.

1. The 2004-2009 term people's juries of People's Courts of rural districts and urban districts where no People's Council is organized continue operating until People's Councils of provinces and centrally run cities elect new people's juries.

The term of people's juries of People's (Courts of rural districts and urban districts where no People's Council is organized coincides with that of People's Councils of provinces and centrally run cities.

2. The Government, the Supreme People's Court, the Supreme People's Procuracy and the Central Committee of Vietnam Fatherland Front shall, within the ambit of their tasks and powers, organize and guide the implementation of this Resolution.

3. People's Councils and People's Committees of provinces and centrally run cities and People's Committees of rural districts, urban districts and wards where no People's Council is organized shall implement this Resolution.

4. This Resolution takes effect on April I. 2009.-
