Chương 1
Quy định chung
Điều 1. Phạm vi điều chỉnh và đối tượng áp dụng
1. Nghị định này quy định về điều kiện bảo đảm, trách nhiệm của các cơ quan; tiêu chuẩn, thẩm quyền và hồ sơ công nhận đạt chuẩn phổ cập giáo dục mầm non cho trẻ em 5 tuổi, phổ cập giáo dục tiểu học, phổ cập giáo dục trung học cơ sở (sau đây gọi chung là phổ cập giáo dục) và xóa mù chữ.
2. Nghị định này áp dụng đối với công dân Việt Nam, đang sống tại Việt Nam, các tổ chức và cá nhân liên quan.
Điều 2. Chính sách đối với phổ cập giáo dục, xóa mù chữ
1. Nhà nước ưu tiên đầu tư, tạo điều kiện cho các cơ sở giáo dục thuộc hệ thống giáo dục quốc dân thực hiện nhiệm vụ phổ cập giáo dục, xóa mù chữ; khuyến khích và tạo điều kiện cho các tổ chức quốc tế, người nước ngoài, người Việt Nam định cư ở nước ngoài tham gia vào việc thực hiện phổ cập giáo dục, xóa mù chữ ở Việt Nam theo quy định của pháp luật.
2. Nhà nước thực hiện chính sách hỗ trợ cho các đối tượng được miễn, giảm học phí và hỗ trợ chi phí học tập khi tham gia các chương trình phổ cập giáo dục, xóa mù chữ theo quy định.
3. Cá nhân tham gia tổ chức, quản lý, dạy học và các công việc khác để thực hiện phổ cập giáo dục, xóa mù chữ được hưởng thù lao theo quy định của Nhà nước.
Điều 3. Trách nhiệm của công dân, gia đình và cơ sở giáo dục đối với phổ cập giáo dục, xóa mù chữ
1. Mọi công dân trong độ tuổi quy định có nhiệm vụ học tập để đạt trình độ phổ cập giáo dục, xóa mù chữ.
2. Gia đình có trách nhiệm tạo điều kiện cho các thành viên của gia đình trong độ tuổi quy định được học tập để đạt trình độ phổ cập giáo dục, xóa mù chữ.
3. Các cơ sở giáo dục có trách nhiệm tổ chức thực hiện phổ cập giáo dục, xóa mù chữ theo chức năng, nhiệm vụ.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of adjustment and subjects of application
1. This Decree provides for conditions to ensure responsibility of organs, standard, authority and dossier for recognized standard achievement of preschool educational universalization for 5-year children, primary and secondary educational universalization (hereafter referred to as educational universalization) and illiteracy eradication.
2. This Decree applies to Vietnamese citizens living in Vietnam and related organizations and individuals.
Article 2. Policy on educational eradication or illiteracy eradication
1. The State gives the priority to the investment and creates favorable conditions for educational establishments of the national educational system to implement the educational universalization or illiteracy eradication; encourages and creates favorable conditions for international organizations, foreigners and oversea Vietnamese to participate in educational universalization or illiteracy eradication in Vietnam under regulations of law.
2. The State implements the support policy to the people subject to reduction or exemption from school fees and support to learning costs when participating in the prescribed programs of educational universalization or illiteracy eradication.
3. Individuals participating in organization, management, teaching ...to carry out the educational universalization or illiteracy eradication shall receive the remuneration as prescribed by the State.
Article 3. Responsibility of citizens, families and educational establishments for the educational universalization or illiteracy eradication
1. All citizens in the prescribed age must learn to achieve the level of educational universalization or illiteracy eradication;
2. Families are responsible for creating favorable conditions for their members in the prescribed age to learn to achieve the level of educational universalization or illiteracy eradication;
3. The educational establishments are responsible for implementation of educational universalization or illiteracy eradication according to their functions and duties.
