Điều 7. Trách nhiệm các đơn vị thuộc Bộ Nông nghiệp và Phát triển nông thôn

1. Vụ Khoa học, Công nghệ và Môi trường theo dõi, tổng hợp báo cáo Bộ tình hình thực hiện Thông tư này.

2. Cục Chăn nuôi, Cục Trồng trọt

a) Hướng dẫn, kiểm tra việc thực hiện Thông tư này theo lĩnh vực được phân công; báo cáo kết quả về Bộ (qua Vụ Khoa học, Công nghệ và Môi trường) để tổng hợp;

b) Chủ trì, phối hợp với các cơ quan, đơn vị liên quan xây dựng tài liệu kỹ thuật hướng dẫn việc thu gom, xử lý chất thải chăn nuôi và phụ phẩm nông nghiệp để tái sử dụng cho mục đích khác phù hợp với điều kiện thực tế.

Điều 8. Trách nhiệm của Sở Nông nghiệp và Phát triển nông thôn các tỉnh, thành phố trực thuộc Trung ương

1. Tham mưu Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương tổ chức thực hiện thu gom, xử lý chất thải chăn nuôi, phụ phẩm nông nghiệp tái sử dụng cho mục đích khác trên địa bàn.

2. Hướng dẫn, kiểm tra việc thực hiện Thông tư này tại địa phương và báo cáo kết quả về Bộ Nông nghiệp và Phát triển nông thôn (qua Vụ Khoa học, Công nghệ và Môi trường).

Điều 9. Trách nhiệm của các tổ chức, cá nhân thu gom, xử lý chất thải chăn nuôi, phụ phẩm nông nghiệp tái sử dụng cho mục đích khác

1. Tuân thủ quy định tại Thông tư này và pháp luật có liên quan.

2. Cung cấp thông tin, phản ánh kịp thời về Sở Nông nghiệp và Phát triển nông thôn các tỉnh, thành phố trực thuộc Trung ương các khó khăn, vướng mắc trong việc thu gom, xử lý chất thải chăn nuôi và phụ phẩm nông nghiệp để tái sử dụng cho mục đích khác.

Điều 10. Hiệu lực thi hành

Thông tư này có hiệu lực thi hành kể từ ngày 01 tháng 01 năm 2022.

Trong quá trình thực hiện Thông tư, nếu có phát sinh vướng mắc, tổ chức, cá nhân phản ánh kịp thời về Bộ Nông nghiệp và Phát triển nông thôn (qua Vụ Khoa học, Công nghệ và Môi trường) để nghiên cứu, sửa đổi, bổ sung cho phù hợp./.

ORGANISATION OF IMPLEMENTATION

Article 7. Responsibilities of affiliated entities of the Ministry of Agricultural and Rural Development

1. Department of Science, Technology and Environment shall monitor and report to the Ministry on the implementation of this Circular.

2. Departments of Livestock Production, Department of Crop Production

a) Provide guidance and inspect the implementation of this Circular within their jurisdiction; report the results to the Ministry of Agricultural and Rural Development (through Department of Science, Technology and Environment) for consolidation.

b) Take charge and cooperate with relevant agencies and units in development of practical technical documents on guidelines for collection and treatment of livestock waste and agricultural by-products to be reused for other purposes.

Article 8. Responsibilities of Departments of Agricultural and Rural Development, including:

1. Act as advisors for People’s Committees of the provinces and central-affiliated cities on implementation organization of collecting and treating livestock waste and agricultural by-products to be reused for other purposes in their provinces.

2. Provide guidance and inspect the implementation of this Circular in their provinces and report to the Ministry of Agricultural and Rural Development (through Department of Science, Technology and Environment).

Article 9. Responsibilities of organizations and individuals that collect and treat livestock waste and agricultural by-products in order to be reused for other purposes

1. Comply the regulations of this Circular and the relevant Law

2. Provide information and promptly send feedbacks on difficulties in collection and treatment of livestock wastes and agricultural by-products to be reused for other purposes to Departments of Agricultural and Rural Development of provinces and central-affiliated cities.

Article 10. Effect

This Circular shall come into force from January 01, 2022.

Agencies, organizations and individuals shall promptly report the issues that arise during the process of implementation of this Circular to the Ministry of Agricultural and Rural Development for study and amendment accordingly./.
