IMPLEMENTATION PROVISIONS
Article 10. Implementation
Ministries, Ministry-level agencies, Governmental bodies, People’s Committees of provinces and centrally-affiliated cities and other entities, organizations concerned shall, based on regulations of this Circular, recruit, employ and manage administrative civil servants.
Article 11. Entry into force
1. This Circular shall enter into force as of December 1, 2014.
2. Annul the Decision No. 414/TCCP-VC dated May 29, 1993 of the Government’s Commission for Organization and Personnel (now the Ministry of Home Affairs) on the promulgation of professional standards for administrative ranks of civil servants.
3. Abolish the ranks and codes of the ranks in the Decision No. 78/2004/QD-BNV dated November 3, 2004 of the Ministry of Home Affairs on the promulgation of the list of civil servant ranks and the ranks of public employees, specifically as follows:
a) Typist technician (rank code 01.005);
b) Typing staff member (rank code 01.006);
c) Technical staff member (rank code 01.007);
d) Clerical staff member (rank code 01.008);
dd) Assisting staff member (rank code 01.009);
e) Public-duty driver (rank code 01.010);
g) Security staff member (rank code 01.011)/
Civil servants currently holding the positions mentioned in clause 3 of this Article are changed to the position of staff member (rank code 01.005) prescribed in Article 9 herein.
Article 12. Implementation responsibilities
1. Ministers, Heads of Ministry-level agencies, Heads of Governmental bodies, Presidents of People’s Committees of centrally-affiliated cities and provinces, and other organizations and individuals involved, shall be responsible for enforcing this Circular.
2. In the course of implementation hereof, if there is any difficulty that arises, it should be notified to the Ministry of Home Affairs to seek its instructions or further action./.
