DECISION

CRITERIA FOR SUBSIDIES ON ELECTRICITY BILLS TO HOUSEHOLDS OF SOCIAL POLICIES

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to Law on Electricity dated December 03, 2004; Law on amendments to Law on Electricity dated November 20, 2012;

At the request of the Minister of Labor, Invalids and Social Affairs, the Minister of Finance and the Minister of Industry and Trade,

The Prime Minister promulgates the Decision on criteria for subsidies on electricity bills to households of social policies.

Article 1. Criteria for subsidies on electricity bill to households of social policies

1. A household of social policies that is given subsidies on electricity bills as prescribed in Clause 7, Article 3 of the Prime Minister’s Decision No. 28/2014/QD-TTg dated April 07, 2014 on structure of electricity retail price (hereinafter referred to as the Decision No. 28/2014/QD-TTg) is the household that:

a) Has its members on monthly social benefits, not classified as poor households as prescribed and consumes no more than 50 KWh per month for domestic purposes in the areas with grid electricity;

b) Has its members on social benefits as prescribed and lives in the areas without grid electricity;

c) Is classified as ethnic minorities and live in the areas without grid electricity;

2. Any household that has multiple members on monthly social benefits or is classified as the household granted subsidies on electricity bills under various policies shall enjoy a highest subsidy rate on electricity bills.

Article 2. Effect

1. This Decision takes effect since December 15, 2014.

2. Households of social policies as prescribed in Article 1 hereof shall enjoy subsidies on electricity bills since the Decision No. 28/2014/QD-TTg takes effect.

Article 3. Responsibilities

Ministers, heads of ministerial-level agencies, heads of governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces shall be responsible for executing this Decision.
