Chiến lược quốc gia về phát triển Trí tuệ nhân tạo đến 2030
Ngày 26/01/2021, Thủ tướng Chính phủ ban hành Quyết định 127/QĐ-TTg về Chiến lược quốc gia về nghiên cứu, phát triển và ứng dụng Trí tuệ nhân tạo (TTNT) đến năm 2030.
Theo đó, mục tiêu đến năm 2030:
- Đưa TTNT trở thành lĩnh vực công nghệ quan trọng của Việt Nam
+ Việt Nam nằm trong nhóm 4 nước dẫn đầu trong khu vực ASEAN và nhóm 50 nước dẫn đầu trên thế giới về nghiên cứu, phát triển và ứng dụng TTNT.
+ Xây dựng được 10 thương hiệu TTNT có uy tín trong khu vực...
+ Phát triển được 03 trung tâm quốc gia về lưu trữ dữ liệu lớn và tính toán hiệu năng cao...
- Việt Nam là trung tâm đổi mới sáng tạo, phát triển các giải pháp và ứng dụng TTNT mạnh
+ Hình thành được 03 trung tâm đổi mới sáng tạo quốc gia về TTNT;
+ Có ít nhất 01 đại diện nằm trong bảng xếp hạng nhóm 20 cơ sở nghiên cứu và đào tạo về TTNT dẫn đầu trong khu vực ASEAN...

ON NATIONAL STRATEGY FOR RESEARCH, DEVELOPMENT, AND APPLICATION OF ARTIFICIAL INTELLIGENCE UNTIL 2030
PRIME MINISTER
Pursuant to Law on Governmental Organization dated June 19, 2015; Law on amendments to Law on Government Organization and Law on Local Governmental Organization dated November 22, 2019;
Pursuant to Law on High Technologies dated November 13, 2008;
Resolution No. 50/NQ-CP dated April 17, 2020 of the Government on issuance of Action program of the Government for implementing Resolution No. 52-NQ/TW dated September 27, 2019 of Politburo on policies on active participation in the fourth industrial revolution;
At request of Minister of Science and Technology,
HEREBY DECIDES:
Article 1. Issue the National strategy for research, development, and application of Artificial Intelligence until 2030 (hereinafter referred to as “Strategy”) as follows:
1. Artificial Intelligence (hereinafter referred to as “AI”) is a field within the Fourth industrial revolution which creates groundbreaking development in production capacity, increases national competitiveness, and promotes sustainable economic growth.
2. Inherit and utilize humanity’s latest achievements, research, develop, and apply AI in tandem with implementation of tasks and objectives of socio-economic development, national defense and security assurance, science and technology development, enterprise potential harnessing, and effective extraction of resources; gradually receive transfer, harness, and renovate technology.
3. Focus resources to create and develop important AI products and services which Vietnam has an edge on in competition; invest in AI applications in fields related to national defense and security, resource and environment management, and services for the general public; extensively develop enterprises applying AI and start-up enterprises specialized in AI.
Promote research, development, and application of AI, prioritize AI as an important field of technology of Vietnam in the Fourth industrial revolution. Until 2030, Vietnam has become a center for renovation, creativity, development of solutions, and application of AI in ASEAN sector and around the world.
1. Objectives to 2025
a) Promote AI to an important field of technology of Vietnam.
- Vietnam becomes the top 5 leading countries within ASEAN sector and top 60 leading countries worldwide regarding development, research, and application of AI;
- Develop 5 reputable AI brands in the area;
- Establish a national center for storing big data and implementing high-performance computing.
b) Vietnam becomes a center for renovation, creativity, development of solutions, and application of AI
- Establish 2 national centers for AI renovation and creativity; increase number of start-up enterprises specialized in AI and total investment in AI sector in Vietnam;
- Upgrade and establish new 10 research and training facilities regarding AI.
c) Develop creative society and effective government, protect national security, maintain social order and safety, and promote sustainable economic growth
- AI is widely adopted in public administration affairs and online public services in order to reduce the time required for processing affairs, personnel required, waiting time, and expenses incurred by the general public;
- Improve effectiveness of government administration system in distributing, utilizing social resources, managing society, and managing urban areas, especially in major cities namely Hanoi City, Ho Chi Minh City, and Danang City.
2. Objectives to 2030
a) Promote AI to an important field of technology of Vietnam.
- Vietnam becomes the top 4 leading countries within ASEAN sector and top 50 leading countries worldwide regarding development, research, and application of AI;
- Develop 10 reputable AI brands in the area;
- Develop 3 national centers for storing big data and implementing high-performance computing; connect domestic data centers and high-performance computing centers in order to establish a network for sharing big data and computing capacity serving AI;
- Establish 50 open and interconnected data sets in economic and socio-economic sectors serving research, development, and application of AI.
b) Vietnam becomes a powerful center for renovation, creativity, development of solutions, and application of AI
- Establish 3 national centers for renovation and creativity regarding AI;
- Develop high quality personnel specialized in AI including teams of expert and engineers specialized in implementing AI applications. Increase number of scientific works and patent application regarding AI of Vietnam;
- Have at least 1 representative within the top 20 AI research and training facilities within ASEAN sector.
c) Promote creative society and effective government, protect national security, maintain social order and safety, and promote sustainable economic growth
- Provide basic skills regarding AI application for personnel in order to promote renovation, creativity, reduce cost, improve working capacity, and improve lives of the general public;
- Applying AI in national defense and security, rescue, natural disaster prevention, and response to incidents and epidemic;
- In addition to digitalization, apply AI in order to promote specific economic sectors.
1. Develop system of legislative documents and legal framework relating to AI
- Develop policies and regulations in order to create suitable legal framework which satisfies requirements for promoting research, development, and application of AI in life.
- Develop and apply AI revolving around human and enterprises, avoid abusing technology and legal rights, benefits of organizations and individuals.
2. Develop data infrastructure and make calculations serving AI research, development, and application
- Promote sharing data serving AI research, development, and application, establish database for common use, sharing, and publicity to serve research and development of AI applications. Develop data sharing mechanisms following the principles of mutual interest, create motivation for sharing while guaranteeing right to access data, and avoid leaking private information of individuals and organizations.
- Increase national capacity regarding high-performance computing, cloud computing, and fog computing.
3. Develop AI ecosystem
- Develop human resources: Provide basic skills regarding AI application and data science in order to promote renovation and creativity of teenagers. Promote implementation of short-term and medium-term certificate training regarding AI for students in different majors and workers who wish to change their professions.
- Develop and organize: Attract domestic and international resources in order to develop centers for training, developing, and applying AI and data science. The government shall invest in key centers for researching, training personnel and high quality human resources regarding AI and data science in leading universities and research institutes.
- Conduct research and development: Prioritize investment in development of essential and important AI platforms and products serving domestic market while aiming towards regional and global markets. Apply AI in order to improve output effectiveness of research and development activities in other sectors.
- Promote construction of centers for growing and attracting investment in developing AI enterprises: Implement capital mobilization solutions in order to develop enterprises and brands specialized in AI in Vietnam.
4. Promote AI application
- Develop enterprises utilizing AI: Increase number of enterprises utilizing, developing, and applying AI in order to satisfy domestic demands in sectors with available data, technology, and investment fundings. Promote available software platform and open application regarding AI.
- Apply AI in national defense and security and socio-economic sectors: Develop typical AI products of Vietnam and gradually establish AI industry in Vietnam. Promote ministries and local authorities to utilize AI applications and services in order to improve effectiveness in distributing and utilizing social sources, and improving effectiveness state management, social management, and urban management.
- Improve awareness regarding AI: Improve capacity, education level, and awareness of employees, officials, enterprises, and the general public regarding AI data and application.
5. Promote international cooperation in AI sector
- Participate in organizing and implementing bilateral and multilateral scientific research cooperation programs and projects regarding AI. Promote development of AI cooperative research facilities and centers; cooperative projects for transferring technology, utilizing inventions, and industrial ownership between Vietnamese enterprises and foreign enterprises regarding AI; centers and programs for training high quality personnel specialized in AI to serve domestic and global market.
- Exchange experts, research personnel, and students of Vietnamese organizations, enterprises with foreign AI research, training organizations and enterprises. Participate in other international associations and organizations specialized in AI. Invite foreign and overseas Vietnamese AI experts to advise, research, and provide training regarding AI in Vietnam.
- Finalize regulations and policies on attracting foreign direct investment (FDI) and enabling multinational hi-tech corporations to develop AI research, development, and application centers in Vietnam.
1. Ministry of Science and Technology
- Develop and finalize legislative documents regarding intellectual property relating to AI.
- Expand community data development projects following the model of Digital Vietnamese knowledge system; connect AI community and open science community in Vietnam; assist tasks of researching, harnessing, and developing domestic platforms serving high-performance computing, cloud computing, and fog computing; organize activities connecting domestic and foreign academic, research, AI and data science development and application communities on a regular basis.
- Extensively implement public-private partnership, sponsor AI training centers, AI development and research centers, and AI application centers; invest and establish research groups prioritizing AI and data science in specific public higher education institutions and research institutes; invest in facilities of important laboratories in terms of AI and data science in public higher education institutions and research institutes; promote development of centers for renovation and creativity regarding AI, and establish Vietnamese brands regarding AI around the world.
- Organize basic research regarding AI, reverse engineering, technology ownership, staying up-to-date in terms of advances in AI, and contribution to development of new AI solutions in mathematics and information technology research organizations; prioritize investment in research and development of AI products based on peculiar data and knowledge sources of Vietnam; implement national key research programs regarding AI together with training researchers; implement research and development of platforms providing important AI products and services namely natural language processing, computer vision, automated process, AI technologies based on data, robots, and self-propelled vehicles in sectors with available data, technology, and domestic demand while aiming towards regional and global markets.
- Promote formation of specialist teams in various sectors, shorten the time necessary for completing research results; promote common use, sharing, opening data and technology, and applying AI in a multidisciplinary, interdisciplinary, and transdisciplinary manner in order to boost result creation and improve output effectiveness of research and development activities in other sectors; organize training for open platforms regarding AI data and application; promote communities and open source forums regarding AI; encourage enterprises to commission research institute and higher education institutions to research and develop peculiar AI products of Vietnam.
- Organize events regarding AI; assist domestic organizations and individuals in participating in international conventions, exhibits, and competitions regarding AI; organize and implement bilateral and multilateral scientific research cooperation programs and projects regarding AI; promote development of AI research cooperation centers and facilities; projects regarding technology transfer, utilization of inventions and industrial ownership between Vietnamese enterprise and foreign enterprises regarding AI; high quality AI personnel training centers and programs serving domestic and global market; exchange experts, research personnel, and students of Vietnamese organizations and enterprises with foreign AI research, training organizations and enterprises. Participate in other international associations and organizations specialized in AI.
2. Ministry of Information and Communications
- Develop and finalize legislative documents regarding e-transactions, establishment and sharing of data, sandbox framework, and creation of convenient testing space with separate legal framework in order to conduct AI tests in potential sectors; develop technical standards and regulations on format of AI technology and products.
- Establish data and calculation platforms: Develop regulations and lists of professional databases which ministries and local authorities must use commonly, share, open; promote the culture of developing, using commonly, sharing, and opening data in science community, enterprises, and the general public; promote implementation of National data strategy; prioritize public investment formation of common use, shared, and open administrative databases during implementation of e-Government; develop reliable data sharing framework in order to promote cooperation in sharing data among private enterprises and individuals; integrate common, shared, open data of ministries and local authorities on National data portal; implement public-private partnership, sponsor development of platforms and systems allowing high-performance computing, cloud computing, fog computing; develop policies on assisting, encouraging, and promoting the use of domestic platforms, connection mechanisms, and sharing high-performance computing, cloud computing, and fog computing systems.
- Encourage establishment of organizations providing short-term training for research personnel, technicians, and managerial personnel in order to satisfy AI product research and development demands in corporations, companies, and research entities; encourage and promote development of short-term and medium-term certificate training programs for AI and data science; implement short-term training programs regarding integration of AI and data science technology into devices of third party.
- Establish enterprises providing integrated solutions based on AI and data science technology in combination with blockchain, cloud computing, and internet of things technologies; develop policies incentivizing, implementing AI and data science technology, and promoting digitalization; develop, provide technical infrastructure, provide AI and data science services promoting digitalization, AI services and applications assisting domestic enterprises in participating in supply chains of global market, satisfying demands of logistics, e-commerce, and digital economy markets.
- Promote development and implementation of AI applications in data security assurance and cybersecurity assurance; urban management, social management, and public administration; telecommunication; development of policies and programs incentivizing information technology corporations and enterprises to develop open platforms regarding data and software serving development of AI applications; encourage Vietnamese technology corporations and enterprises to focus on researching, harnessing technology, and developing peculiar AI products of Vietnam.
- Implement programs for publicizing and raising awareness of employees, officials, enterprises, the general public, teenagers, and students regarding data and AI applications; solutions for raising awareness of AI in order to allow ministries, authorities, organizations, and individuals to understand the roles, benefits of AI, and basic skills necessary to receive and develop AI applications, which prioritize solutions for raising awareness of change management.
3. Ministry of National Defense
- Construct national centers for storing big data and conducting high-performance computing, cloud computing, and fog computing.
- Promote development and implementation of AI applications in military, national defense, modernization of military equipment, development of combat solutions, national defense systems, rapid response and defense systems against cyber warfare, biological warfare, chemical warfare, rescue, evacuation, natural disaster prevention, and response to incidents and epidemic.
4. Ministry of Public Security
- Develop and finalize legislative documents regarding protection of privacy, human’s rights, and security, order relating to AI development and application and cybersecurity assurance for activities relating to AI.
- Construct national centers for storing big data and conducting high-performance computing, cloud computing, and fog computing.
- Implement AI applications in national security systems, migration management systems, hi-tech crime control and prevention systems, development of technical solutions utilizing scientific achievements in terms of AI to prevent crime.
5. Ministry of Education and Training
- Implement STEAM training program for teenagers; implement data and AI application development programs for teenagers on a large-scale; promote formal training programs regarding AI and data science; integrate data analysis and AI application subjects in training program of various majors in higher education institutions and colleges.
- Encourage domestic technology corporations to invest and construct research institutes and high quality training facilities regarding AI and data science; invest and enable higher education institutions to provide university majors and post-university majors regarding AI and data science.
- Promote development and implementation of AI applications in education sector: Predict career demand of the market; identify criteria for assessing students and assisting students in identifying their career strengths upon graduation; automate professional procedures of teachers; identify criteria for achieving academic objectives; personalize studying process, improve learning effectiveness with the assistance of digital teachers and teaching assistants; improve awareness of students.
6. Ministry of Planning and Investment
- Develop specific policies for renovation and creativity centers in order to attract venture capital funds in start-up enterprises specializing in AI creativity in Vietnam.
- Finalize policies on attracting FDI and encouraging multinational hi-tech corporations to develop AI research, development, and application centers in Vietnam according to Resolution No. 50-NQ/TW dated August 20, 2019 of the Politburo.
7. Ministry of Finance:
Promote AI development and application in financial sector. Rely on regulations and law to balance and allocate funding for implementation of the Strategy.
8. Ministry of Industry and Trade
- Consolidate, standardize, share domestic open data sets in industry sector that serves as the input for available applications, and serve AI application demand in these sectors.
- Promote development and implementation of AI applications in industry sector in order to renovate modernization process of product manufacturing, improve capacity and quality of industrial products.
- Promote development and implement AI applications in e-commerce sector; forecast trends of demand, maximize, and automate negotiation process with suppliers; automate workshops and administration process; maximize sale and product classification; optimize price, personalize advertisements, and satisfy website display demand in real time; personalize recommendations, provide online support via digital assistants and chatbots; automate payment in stores and finalize supply process.
9. Ministry of Agriculture and Rural Development
- Consolidate, standardize, share domestic open data sets in agricultural sector that serves as the input for available applications, and serve AI application demand in these sectors
- Promote and develop AI applications in agricultural production which utilizes high technology in order to revolutionize and automate production process, improve agricultural product quality and capacity, and guarantee production process, transparent origin, and provision of clean food for consumers.
10. Ministry of Transport
Promote development and implementation of AI applications in transport and logistics: automatically detect and identify means of transport, determine velocity, and automate processing procedures at road traffic supervision centers; reform procedures of supervision centers and road tolling together with detecting and identifying means of transport; provide data serving optimizing logistics system; provide automatic navigation and customer advisory services in technology transport models; conduct research and implement solutions for warning vehicle operators about dangerous scenarios; assist in implementing statistical affairs, assessing, analyzing, and producing plans for maintenance of traffic infrastructure, development of transport planning, and smart traffic management.
11. Departments of Culture, Sports and Tourism
Promote development and implementation of AI applications in culture and tourism sectors: develop digital cultural industry; automate procedures for developing digital database on itineraries and Vietnamese cultural heritages in combination with user-oriented smart tourism advisory services; forecast trends and personalize tourism models based on analysis of information on social media in order to improve planning quality and effectiveness of smart tourism services.
12. Ministry of Labor - War Invalids and Social Affairs
Advice workers who wish to change career regarding AI and data science training.
13. State bank of Vietnam
Promote development and implementation of AI applications in banking sectors: analyze and forecast loan demands, borrowers, and assist credit extension; detect frauds; personalize banking services for customers; provide timely support for customers via digital assistants and chatbots.
14. Ministry of Natural Resources and Environment.
Promote development and implementation of AI applications in natural resource and environment sectors: forecast figures in natural resource and environment sectors, apply AI in monitoring, receiving, surveying, investigating, and measuring land and natural resources in order to provide basic monitor, investigation information and data regarding land and natural resources in real time; guarantee remediation of consequences of environmental pollution and adaptation to climate change.
15. Ministry of Health
- Consolidate, standardize, share domestic open data sets in medical sector that serves as the input for available applications, and serve AI application demand in these sectors.
- Promote and develop AI applications in medical sectors and general health care: assist doctors in detecting, diagnosing, making decisions, monitoring, taking care of patients remotely, personalizing treatment, and researching medicine production.
16. Ministry of Justice
Develop and finalize legislative documents regarding legal liabilities of entities relating to AI.
17. Vietnam Academy of Science and Technology
Construct national centers for storing big data and conducting high-performance computing, cloud computing, and fog computing.
1. Ministry of Science and Technology is responsible for: Acting as contact point to consolidate implementation of the Strategy; taking charge in implementing the Strategy; submitting reports to the Prime Minister on an annual basis; organizing preliminary conclusion of implementation of the Strategy until 2025 and identifying priority tasks and schemes for subsequent stage until 2030.
2. Ministries and relevant agencies are responsible for organizing implementation of the Strategy within their functions and tasks and according to applicable regulations and law.
3. People’s Committees of provinces and central-affiliated cities are responsible for implementing the Strategy, guaranteeing consistency with implementation of local socio-economic development plan. Promote application of AI solutions in urban management, social management, and public administrative management.
4. Research institutes and higher education institutions shall rely on contents and solutions of the Strategy to develop details for implementation and propose solutions to ministries and local authorities.
5. Ministries and local authorities shall submit reports on implementation of the Strategy on an annual basis to Ministry of Science and Technology before December 15 for presentation to the Prime Minister.
6. Funding for implementation
- Funding sources for implementation of the Strategy consist of funding sources in state budget, enterprise capital, international funding, and other legally mobilized funding sources as per the law.
- For funding sources from state budget, comply with applicable decentralization. Ministries, ministerial agencies, People’s Committees of provinces and central-affiliated cities shall rely on objectives and tasks under this Strategy to develop specific expenditure estimates for implementation as per the law.
- Promote mobilization of financial resources of domestic and foreign organizations, individuals, and enterprises for implementation of the Strategy as per the law; integrate tasks assigned to ministries and local authorities in other relevant national target programs.
Article 3. Entry into force and responsibility for implementation
This Decision comes into effect from the day of signing.
Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities are responsible for implementation of this Decision.
